008 <br />COUNCIL MINUTES MARCH 11, 1991 <br />Mr. Corson said that when the project was originally initiated, <br />it was with the perception that the improvements would be <br />privately installed. He said that the developer would like <br />control of the improvements so that he can be assured that the <br />improvements will meet the quality standards he has set. Also, <br />the developer would like to let bids now. This would save time <br />and cost. Mayor Bisel explained that this is the first town <br />house improvement in Lino Lakes and the Council would like to <br />work with the developer to be assured that there is quality <br />development. <br />BOY SCOUT TROOP NO. 136 <br />Mayor Bisel noted that Boy Scout Troop No. 136 was visiting the <br />Council this evening. The Scout leader explained that the boys <br />are working on their Citizenship of the Community badges. Each <br />boy introduced himself. <br />FIRST READING OF ORDINANCE NO. 07 - 91 AMENDING THE CABARET <br />LICENSE ORDINANCE <br />Chief Campbell explained that he and Mr. Hawkins have reviewed <br />the current City Code regulating dancing and entertainment at <br />establishments issued either on -sale beer or on -sale liquor <br />licenses. He noted that many complaints and concerns were <br />expressed to the City over the years concerning instances where <br />liquor establishments have promoted activities with live music <br />outside of establishments in parking lots or adjacent property. <br />The proposed ordinance amendment would restrict such <br />entertainment to inside the building of the license holder. This <br />would eliminate the complaints and would keep the liquor <br />disbursement by the licensed establishment in line with the state <br />liquor laws that provide for liquor to be served only in the <br />premises. <br />Council Member Kuether asked what this would do to the churches <br />that have annual picnics with dancing. Mr. Hawkins said that <br />they could not serve beer or intoxicating beverages outside of <br />the building and could not hold a dance and serve such beverages <br />outside of the building. He noted that this ordinance amendment <br />only restricts establishments that sell beer or liquor. If a <br />church was to hold a dance without a beer license or without an <br />intoxicating liquor license, this ordinance amendment would not <br />affect them. <br />Council Member Neal noted that the 49 Club held an outside dance <br />during 1990 and noted that there were uniformed police officers <br />on the premise hired by the owner. He asked if this type of <br />entertainment will be prohibited if this ordinance amendment is <br />enacted.
