1 <br />1 <br />1 <br />COUNCIL WORK SESSION APRIL 18, 1991 <br />Mayor Bisel called a work session of the Lino Lakes City Council <br />to order at 3:30 P.M., Thursday, April 18, 1991. Council Members <br />present: Neal, Kuether, Reinert, Bohjanen. City Engineer, Dan <br />Boxrud; Administrator, Randy Schumacher and Clerk- Treasurer <br />Marilyn Anderson were also present. <br />LETTER FROM DARLA AND MARK LOWELL <br />Mr. Schumacher explained that Mr. and Mrs. Lowell had written a <br />letter to the City Council following the March 25, 1991 meeting <br />in which the improvement of 66th Street was denied. Mrs. Lowell <br />explained that she was not aware that she was to submit an <br />additional petition. There were many emotional things in the <br />letter and Mrs. Lowell has since apologized for these statements. <br />Mr. Boxrud explained that he and Mr. Schumacher spent about four <br />(4) hours with Mrs. Lowell. Technically the Council took the <br />correct action on the matter, however the Lowell's were very <br />angry. <br />Mr. Boxrud explained that he has looked to determine if there <br />were any alternatives in this matter. The parcel of land is 10 <br />acres. The Lowell's purchased the property with Mrs. Lowell's <br />sister and had hoped to build two (2) new homes on the parcel. <br />The parcel technically cannot be split into two (2) parcels <br />because it does not have enough frontage. The Council could <br />consider a variance for one (1) lot that would not have the <br />required frontage. The Council was hesitant to consider this <br />because it would be difficult to meet the six (6) findings of <br />fact for a variance approval. In addition, the Lowell's have <br />already started building their new home and the home was <br />incorrectly placed on the lot. This would made dividing the lot <br />a little more difficult. <br />Mr. Boxrud was asked if Mrs. Lowell was a client of SEH. Mr. <br />Boxrud said no. Mayor Bisel asked if 66th Street was <br />constructed, could it eventually go all the way out to Otter Lake <br />Road? Mr. Boxrud said it could, but the easement would have to <br />be shifted either to the north or south of its present location. <br />A suggestion was made to ask the Lowell's to purchase enough land <br />from the landowner at the south boundary of the Lowell's <br />property. With proper frontage, the Lowell's could request a lot <br />division and the ten (10) acres can be divided into two (2) lots. <br />Mr. Boxrud will present this option to the Lowell's. <br />PAGE 1 <br />103 <br />
