" 104 <br />COUNCIL WORK SESSION APRIL 18, 1991 <br />COUNCIL COMPENSATION <br />Mr. Schumacher presented a possible ordinance amendment regarding <br />Council compensation. He noted that when Council salaries were <br />established, the Council was holding just two (2) scheduled <br />meetings a month. At this time the Council is holding four (4) <br />or more scheduled meetings a month. The proposed ordinance <br />amendment would allow a per diem dollar amount for each meeting <br />over the two (2) required meetings each month. Vouchers would be <br />available at all eligible meetings. The vouchers would be <br />completed and given to payroll for payment. <br />Mayor Bisel suggested that Council salaries be tied to the cost <br />of living to avoid having to amend the ordinance each time a <br />salary increase is approved. It was noted that state statutes <br />probably prohibit this action. <br />Each Council Member was asked to suggest a dollar amount they <br />felt appropriate for salary for the additional council meetings. <br />This matter will be consider at another work session. <br />CARLSON /BAROTT PUD PROPOSAL <br />City Planner John Miller explained that action was taken at the <br />last Council meeting to deny a mixture of R -1 and R -1X homes for <br />PineRidge. Mr. Miller explained the background on why this area <br />was zoned R -1X and also explained the reasons that this zoning is <br />probably not appropriate for the area. He also explained that <br />the developer of PineRidge is considering purchasing the Barott <br />property and requesting that it also be developed with a mixture <br />of housing. Mr. Miller explained that the success of the <br />Reshanau Lake Trunk Sewer improvement depends on the Barott's and <br />Mr. Carlson agreeing to accept the assessment. <br />There was discussion regarding the reduction of quality and size <br />of homes in nearby subdivisions. <br />Mr. Miller outlined three (3) reasons the Council should consider <br />authorizing a mixture of housing for the Carlson and Barott <br />properties. The first reason is the park proposed for PineRidge. <br />Currently a temporary smaller park is proposed for PineRidge. <br />However, if Mr. Carlson is allowed to develop the Barott property <br />with mixed housing, the park will be permanently located so that <br />it can be enlarged when the Montain property is developed. The <br />second reason is the need for hook ups to help pay for the 1987 <br />temporary obligation bonds. The third reason is that if mixed <br />housing is not allowed the Barott's will not be able to sell <br />their property and will decline to accept their assessment for <br />the Reshanau Lake Trunk Sewer improvement.
