1 <br />1 <br />1 <br />COUNCIL WORK SESSION JUNE 6, 1991 <br />and told the Council this matter would be placed in ordinance <br />form and adopted by the Council. The ordinance would then be <br />published and would become effective January 1, 1992 following <br />the 1991 municipal elections as required by law. <br />Council Member Kuether noted that the City is growing and the <br />reason for additional meetings is to deal with the new <br />development. Council Member Neal said that he did not mind the <br />additional meetings and would continue to attend the meetings for <br />nothing. However, he said he did not like the 3:30 P.M. meetings <br />and preferred to meet at 8:00 A.M. or 9:00 A.M. Council Member <br />Bohjanen said he wanted the meetings schedule well ahead of time. <br />He also asked that the ordinance be worded very clearly to <br />indicate that there is a need for the special meeting for <br />development reasons. Council Member Kuether suggested that the <br />rate of compensation be $40.00 per special meeting and asked that <br />the compensation be tied to the need for the extra meetings and <br />also indicate that this is a temporary matter, when the special <br />meetings cease, so does the extra compensation. <br />Discussion Concerning Schilling Industrial Park <br />Mr. Schilling had presented a letter to the City offering to sell <br />to the City the Lino Industrial Park for about $8,300.00 per <br />acre. The Council discussed this letter on May 13, 1991 and <br />asked Mr. Schumacher to offer Mr. Schilling $4,150.00 per acre. <br />Mr. Schilling had responded to the offer saying he was willing to <br />reduce his price, but not to what the City had offered. <br />Mr. Schumacher explained to the Council that it would be <br />advantageous for the City to purchase the Industrial Park. He <br />noted that the City had access to financing such as TIF and MSA <br />funding. In addition, the City could control who could locate in <br />that area. <br />The Council discussed making a counter offer to Mr. Schilling. <br />Council Member Reinert suggested offering $6,500.00 per acre. <br />Council Member Kuether suggested offering $7,500.00 per acre. <br />She also suggested that the interest should be a flat amount, not <br />a percentage. Council Member Kuether also suggested that the <br />City be able to pay off the contract to Mr. Schilling earlier <br />than stated. If the area is fully developed, the Council should <br />have the option of paying off Mr. Schilling earlier. <br />The Council discussed the mechanics of obtaining title to the <br />property but not paying for it. Council Member Kuether suggested <br />a method to implement this. <br />Mr. Schumacher was instructed to contact Mr. Schilling and offer <br />him $6,500.00 per acre, with a seven (7) year contract and a flat <br />PAGE 2 <br />191 <br />
