Mr. Schneider also suggested placing a <br />storage tank in the Rice Creek Chain of Lakes Regional Park. <br />Mr. Schneider noted that a water trunk line was planned for Aqua <br />Lane. It appears that Aqua Lane will be upgraded by Anoka County <br />starting later in 1991 and completed in 1992. The City has the <br />option of installing the trunk water line at this time. However, <br />because of difficulty in planning a route and construction with <br />the discovery and protection of areas of Native American <br />artifacts, Mr. Schneider recommended that this portion of the <br />trunk line be constructed when financing is more favorable and <br />the need is demonstrated. <br />The City of Circle Pines has planned to build a water treatment <br />facility. Currently Lino Lakes receives some of the water supply <br />from Circle Pines and also pumps some of Lino Lakes water supply <br />to Circle Pines. When the treatment facility is completed and in <br />service, the Circle Pines facility will not be available to Lino <br />Lakes. Bids were taken for the treatment facility and were <br />rejected. Mr. Schneider estimated that it will be early spring <br />before Lino Lakes will be forced to disconnect from the Circle <br />Pines system. This does give Lino Lakes time to build its own <br />water storage facility. Mr. Schneider recommended an aggressive <br />program to build an elevated water storage system. <br />Mr. Schneider outlined the proposed schedule as printed on page <br />18 of the 1991 City of Lino Lakes Comprehensive Water Study. <br />Mayor Bisel explained that the matter will be on the agenda for <br />the regular Council meeting this evening. <br />Darla Lowell <br />Mr. Schumacher told the Council that Mrs. Lowell is very unhappy <br />and feels that she was not offered due process. He explained to <br />her that an appraisal was needed before the Council could support <br />an assessment on her property as well as the Westbrock property. <br />He also explained the Charter requirements to her and told her <br />that he could not recommend going ahead with the project because <br />of the extreme cost. <br />Council Member Reinert asked if Mrs. Lowell was given due <br />process. Mr. Schumacher explained that Mrs. Lowell feels that <br />she was told that she had to petition for the project after the <br />Westbrock's had petitioned against the project.
