1 <br />1 <br />1 <br />COUNCIL WORK SESSION JUNE 10, 1991 <br />Mr. Schumacher noted another large issue is the cost of the <br />feasibility study. The cost quoted to Mrs. Lowell was $3,000.00 <br />and that actual cost was near $7,000.00. Mr. Schumacher <br />explained to Mrs. Lowell that the road will be constructed in the <br />future and the study prepared this spring will be used at that <br />time. <br />Council Member Reinert asked if Mrs. Lowell was made aware that <br />there was a risk involved with her request. Mr. Schumacher said <br />she feels she has spent four (4) years on the project and is very <br />frustrated. <br />Mr. Schumacher reminded the Council that Mrs. Lowell was advised <br />to contact her neighbor and purchase an additional 38 feet to <br />provide the necessary frontage for a legal subdivision. Mrs. <br />Lowell did this and offered her neighbor $10,000.00 for the 38 <br />feet. The neighbor refused to sell the needed 38 feet. <br />Mr. Schumacher explained that Mrs. Lowell will be before the <br />Council this evening under Open Mike. <br />Council Member Mr. Reinert felt that there should be some "give" <br />and "take" in this matter. Mayor Bisel said he felt it was <br />frustrating but did not see that there was anything the Council <br />could do. Council Member Neal said that Mrs. Lowell had been <br />advised by somebody at City Hall to face her house north toward <br />the new street. Mr. Schumacher said that the City cannot stop <br />her from facing her house in any particular direction. There is <br />an easement in the direction which her house faces. Mrs. Lowell <br />will be asking for a 28 foot variance so that her property can be <br />divided into two (2) parcels. <br />The work session adjourned at 6:32 P.M. <br />These minutes were considered, corrected and approved at the <br />regular Council meeting held on June 24, 1991. <br />Marilyn!G.
