1 <br />1 <br />and the Lino Lakes staff for their time in preparation of the <br />petition that has been completed and now filed with the State of <br />Minnesota Municipal Board. The petition is requesting that the <br />Municipal Board consider combining the City of Centerville and <br />the City of Lino Lakes into one city. <br />Mayor Bisel said that this matter needs to be explored because it <br />appeared to him that there is more to bring the two cities <br />together than to keep them apart. <br />Ms. Helmbrecht was asked to check to see if there is any <br />consideration of merging the cities of Hilltop and Columbia <br />Heights. <br />The Council recessed at 6:38 P.M. into a closed door meeting for <br />the purpose of hearing a litigation update in the Ross matter <br />from Attorney John Burke. <br />Mayor Bisel called the Council meeting to order at 6:55 P.M. <br />PRESENTATION OF THE 1990 ANNUAL AUDIT REPORT, ROB TAUTGES AND <br />FRED ESPE <br />Mr. Tautges and Mr. Espe used the overhead projector to present <br />the 1990 Audit Report and Management Report. <br />Mr. Tautges noted that Lino Lakes is doing a very good job of <br />managing its resources. He also noted that the State of <br />Minnesota has made this difficult for every municipality in the <br />state. Several areas of importance were noted: 1) state <br />legislative actions affecting municipalities, 2) 1990 General <br />Fund Balance increased by approximately $139,000.00; 3) <br />establishment of the EDA in 1990. <br />Mr. Tautges explained that the staff has prepared a report titled <br />Area and Connection Report. This report will be updated <br />quarterly and forwarded to the Council for review. This report <br />is very important since it will reflect if adequate connections <br />are being made to support specific bond debt funds. Mr. Tautges <br />also recommended that the Council monitor sewer and water user <br />rates to insure adequate funds to finance the proposed water <br />tower. <br />Mr. Tautges noted that the Circle Pines Gas Franchise is in the <br />process of being re- evaluated. He noted important dates for the <br />Council in this matter. <br />The Council is considering a new position for a part time Finance <br />Director. Mr. Tautges said that he would be available to give <br />advice in the selection process for this new position. <br />Mayor Bisel told Mr. Tautges that he liked the graphs included in <br />PAGE 2 <br />297 <br />
