Mr. Tautges said that an appendix of <br />legislation action is also included in the management report. <br />This appendix will be updated. <br />Mayor Bisel referred to the Lino Lakes Reserve Fund and asked how <br />much is enough. He also expressed concern regarding what the <br />state could do to the cities with large reserves. Mr. Tautges <br />explained that he is strongly opposed to any action that would <br />reduce the Reserve Fund. <br />Council Member Reinert expressed concern regarding collection of <br />current and delinquent taxes. Mr. Tautges explained that the <br />City has been successful in collecting prior delinquent taxes <br />which makes the overall collection rate very good. Mr. Tautges <br />explained that this matter must be monitored because when the <br />economy is poor, collection rates fall. This means that <br />collection of assessments also falls. This could have an impact <br />on the ability to make bond payments in a timely manner. <br />Mr. Tautges recommended that the budget also be monitored. He <br />explained that if it appears that one area of the budget will be <br />over /under budget, the Council should consider amending the <br />budget. In summary, Mr. Tautges said that the General Fund was <br />in good shape and suggested that the debt funds continue to be <br />monitored. <br />Mayor Bisel and the Council thanked Mr. Tautges and Mr. Espe for <br />coming this evening. <br />DESIGN REVIEW BOARD <br />Minor Subdivision and Variance, Craig Cooksey, Lot 8, Block 3, <br />Ulmer's Rice Lake Addition - Mr. Miller explained that Mr. <br />Cooksey wishes to subdivide his one acre lot which now backs up <br />to Second Avenue. When this lot is subdivided, all lots backing <br />up to Second Avenue will have been subdivided. The new lots <br />created by this subdivision will meet the current square footage <br />requirements, but will not meet the minimum front footage <br />requirements. Because each new lot will not meet minimum <br />frontage requirements, a variance will be required. <br />Council Member Bohjanen moved to approve the minor subdivision as <br />outlined in DRB application No. 91 - 27.
