Council Member Kuether said she felt that <br />the Council was wasting their time on this matter. Mr. <br />Schumacher said he felt that there is a good relationship between <br />the City and the Correctional Facility. He noted that they are <br />the biggest user of the utility system and this is a real "shot <br />in the arm" for the City. Mayor Bisel called this matter a <br />"courtesy call ". <br />Mr. Herman explained that the purpose is to make the Council <br />aware of what is happening inside of the Correctional Facility. <br />He felt it is valuable to share information and communication. <br />He noted that if there are concerns, the Facility should be <br />advised. <br />Council Member Bohjanen moved to approve the site and building <br />plan for the Correctional Facility as outlined in DRB application <br />No. 91 - 26. Council Member Neal seconded the motion. <br />VOTING ON THE MOTION: <br />Bisel <br />Neal <br />Bohjanen <br />Reinert El <br />Kuether <br />Abstained: none <br />Motion carried unanimously. <br />PUBLIC HEARING, CONDITIONAL USE PERMIT AMENDMENT, WILLIAM <br />FLANAGAN <br />Mr. Miller explained that Mr. Flanagan owns and Operates Bill's <br />Auto Repair at 908 Orange Street. He wishes to amend his 1983 <br />Conditional Use Permit to allow K and C Custom Auto to complete <br />body work in a pole building formerly used for cold storage. The <br />DRB has approved the request with 16 conditions. Mr. Miller <br />noted that the business is located adjacent to a residential area <br />and could be a source of conflict. The conditions attached by <br />the DRB will help alleviate some of the conflict. Mr. Flanagan <br />and the operators of K and C Custom Auto have agreed to all 16 <br />conditions. Mr. Flanagan will have 60 days to complete all of <br />the items that have not already been completed. The Building <br />Official will make an inspection after that time and report back <br />to the Council. <br />Council Member Kuether noted several other areas where this type <br />of business is located adjacent to residential areas. She <br />explained that the area does not look very good and sometimes <br />makes it difficult for residents to sell their homes. <br />Mayor Bisel opened the public hearing at 7:52 P.M. <br />PAGE 5 <br />
