SPECIAL COUNCIL MEETING <br />JANUARY 6, 1992 <br />CONSIDERATION OF A REOUEST FOR EXECUTION OF EARLY CALL PROCEDURES <br />ON THE 1986 IMPROVEMENT BONDS <br />Mr, Schumacher explained that the 1986 Improvement Bond fund has <br />a cash balance of $150,000.00. The principal owning on the bonds <br />is only $90,000.00. Resolution No. 92 - 02 has been prepared and <br />will allow these bonds to be paid and transfer the balance to the <br />Closed Bond Fund. This action will save the City approximately <br />$15,750.00 in interest charges. Approximately another $50,000.00 <br />in assessments will be collected until 1996 and these funds will <br />also be posted to the Closed Bond Fund. Mr. David MacGillivray, <br />fiscal consultant at Springsted, Inc. recommends that the Council <br />approve Resolution No. 92 - 02. He noted that the fewer bonds <br />the City has outstanding, the better the City appears to Moody's. <br />This also frees cash that can be used for the Surface Water <br />Management Plan. <br />Council Member Kuether moved to adopt Resolution No. 92 - 02. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 92 <br />SET PUBLIC HEARING <br />ESTATE FOR JANUARY <br />- 02 can be found at the end of these minutes. <br />FOR VACATION OF STREET EASEMENT ON ALCOCK <br />27, 1992, 7:30 P.M., RESOLUTION NO. 92 - 01 <br />Council Member Neal moved to adopt Resolution No. 92 - 01 setting <br />the public hearing. Council Member Elliott seconded the motion. <br />Motion carried with Council Member Kuether abstaining. <br />Resolution No. 92 - 01 can be found at the end of these minutes. <br />MAYOR REINERT'S COMMENTS <br />Mayor Reinert asked to share his thoughts regarding some of the <br />issues that will be facing the Council during 1992. He asked for <br />input from the Council Members and asked that they support the <br />direction that he will be proposing. Mayor Reinert noted that <br />during the past two (2) years or more, the City has experienced a <br />tremendous amount of growth. New developments have been <br />"popping" up everywhere and he asked if the citizens have <br />wondered how these developments have gotten where they are. He <br />explained that the Council has been asked to consider variances, <br />land use changes and zoning changes and these changes many times <br />affect the immediate community (neighborhood) and the City as a <br />whole. Mayor Reinert explained that the Comprehensive Land Use <br />Plan should serve as a guide to development, however, altering <br />this plan on a continuing bases throws things out of "kilter ". <br />Controversy arises and Mayor Reinert felt it was not fair to the <br />residents, the developers, the citizen boards and the staff. <br />PAGE 6 <br />
