SPECIAL COUNCIL MEETING JANUARY 6, 1992 <br />Ways and Means Committee. Council Member <br />Kuether seconded the motion. Motion carried <br />unanimously. <br />Council /Department Liaison - Mr. Schumacher explained that it has <br />been suggested that a specific Council Member <br />should be made responsible to oversee the <br />operations of a specific department. In serving <br />more directly with department heads, the Council <br />will feel more comfortable in bringing things <br />before the entire Council. <br />Mayor Reinert suggested the following <br />appointments: Administration, Mayor Reinert; <br />Police Department, Council Member Neal; Public <br />Works Department, Council Member Kuether; Parks <br />and Recreation, Council Member Elliott. Mayor <br />Reinert explained that when the new Council Member <br />is elected the Parks and Recreation Department can <br />be divided into two departments and Council Member <br />Elliott and the new Council Member can determine <br />which department they wish to oversee. Council <br />Member Kuether asked if this would mean making any <br />decision for that department. Mayor Reinert <br />explained the intent is only working with the <br />department and bringing issues, concerns and <br />agenda items to the work sessions for everyone to <br />consider. <br />Council Member Kuether moved to appoint the <br />Council Liaisons as suggested by Mayor Reinert. <br />Council Member Elliott seconded the motion. <br />Motion carried unanimously. <br />CONSIDERATION OF ESTABLISHING A DATE FOR A CITY ELECTION TO FILL <br />MAYOR REINERT'S UNEXPIRED COUNCIL TERM <br />Mrs. Anderson presented an outline of a suggested format for <br />conducting the special municipal election. March 24, 1992 is <br />being suggested as the election date although it is only two (2) <br />weeks before the Presidential Primary. The format follows all of <br />the City Charter requirements and all of the state statutes <br />except that it shortens the period of absentee voting by three <br />(3) weeks. Mrs. Anderson also noted that both the senior center <br />at the city hall and St. Joseph's Catholic Church social hall are <br />available on that date. <br />Council Member Kuether moved to set the special municipal <br />election for Tuesday, March 24, 1992. Council Member Elliott <br />seconded the motion. Motion carried unanimously. <br />PAGE 5 <br />
