8 <br />SPECIAL COUNCIL MEETING JANUARY 6, 1992 <br />The City needs to look at a water management plan for the entire <br />City. As more plats are developed, more run -off is created and <br />this has an impact on our wetlands and lakes. Our water <br />resources need to be protected. <br />Lino Lakes is a leader in Oak Wilt control. The problems are not <br />solved and we need to look at this in relationship to new <br />developments. The tree preservation policy should also be <br />addressed and the development of a tree planting program. Mayor <br />Reinert said that we have a beautiful City and it needs to be <br />protected. <br />Mayor Reinert ask that the Council support a moratorium for an <br />undefined period of time. Input is needed from the staff to <br />implement the items noted. He asked that the moratorium be <br />looked at with a positive attitude and not as a tool to stymie <br />development but to help development. This is a time to take <br />stock, a breathing space. The staff is scrambling as well as the <br />Design Review Board and move in a more orderly fashion. <br />Mayor Reinert asked that the waste collection system in Lino <br />Lakes be put in place. This matter has been considered in the <br />past, however, Mayor Reinert felt this should be a priority for <br />1992 even though it may be controversial. <br />Mayor Reinert asked that the process of selecting members of <br />citizens boards be more open and advertised. Sometimes people <br />say they are too busy to serve. However, he felt busy people get <br />things done and asked that more citizens consider serving on the <br />various boards and committees. <br />More information on these matters will be available after the <br />Council meets in a work session tomorrow. Economic proposals for <br />this City are over due. The City is taking control of some <br />industrial lands in the City and will be planning with private <br />land owners the process of developing and marketing the land to <br />attract commercial and industrial development. This is a <br />positive step and is supported by the entire Council. <br />Mayor Reinert said that he hoped that the appointment of a <br />Council Member as liaison to each department will more fully open <br />lines of communications with each department and develop better <br />support staff and support Council to serve the citizens of Lino <br />Lakes. <br />Mayor Reinert asked the Council to be open minded with the items <br />outlined and asked that the Council support, help and encourage <br />cooperation with our neighboring cities. Because taxes are high <br />and state and federal money is no longer available, <br />municipalities must find common ground and talk about and <br />PAGE 8 <br />
