62 <br />COUNCIL WORK SESSION JANUARY 22, 1992 <br />Mayor Reinert asked if there will be another meeting with the <br />residents in the area? Mr. Uhde said he felt about nine (9) of <br />the twelve (12) residents were interested in developing a portion <br />of their lots. <br />Mr. Schneider will pursue the matter with the county and bring in <br />a feasibility report. A meeting with the Marvy Street residents <br />will be scheduled when more information is available. <br />COUNTY ROAD J IMPROVEMENT <br />Mr. Schneider gave a brief background of the improvement on Main <br />Street. It was noted that all landowners paid the same rate of <br />assessment regardless of whether or not curb and gutter was <br />constructed along their property. This assessment project caused <br />a great deal of controversy. This information was given to the <br />Council because the Council asked to avoid the same controversies <br />in regard to the improvement of County Road J. <br />Mr. Schneider used the overhead projector and gave an outline of <br />the proposed improvement of County Road J. It is proposed to <br />widen County Road J to 52 feet and install concrete curb and <br />gutter and storm sewers and a sidewalk for about 650 feet at the <br />very west end of the street in Lino Lakes. The county is <br />proposing that Lino Lakes pay one half of the cost of the <br />concrete curb and gutter, the cost of the sidewalk and the <br />portion of the storm sewer not eligible for state aid system <br />funding. The total estimated cost to the City of Lino Lakes is <br />$35,219.88. <br />Mr. Schneider will put this information into a report and show <br />the impact on each parcel of property. <br />Mr. Schneider explained that several informational meetings have <br />been held in Circle Pines on this improvement. The county will <br />ask that Lino Lakes join in a joint powers agreement. Mr. <br />Schumacher noted that the City Charter allows landowners to <br />petition out of an improvement. If this occurs, can the City say <br />"no" to participation in the costs? Mr. Schneider explained that <br />this would be a "black eye" for the City. Council Member Elliott <br />noted that if the first two (2) items were not assessed the <br />assessment total could be reduced. Mr. Schumacher explained the <br />manner this assessment is handled will determine how other county <br />road improvement projects will be assessed in the future. <br />A meeting with the Lino Lakes residents will be held when the <br />report is available. <br />Mayor Reinert asked about the water management plan outlined by <br />SEH?
