1 <br />COUNCIL WORK SESSION JANUARY 22, 1992 <br />City allows the street to be constructed as outlined above, the <br />county would not be interested. <br />Mr. Schneider said the question now is how should the situation <br />in this area be handled? A street could be located at the rear <br />of the lots on Marvy Street. The street could be buffered with <br />landscaping and utilities could be provided to the lots. This <br />would make the Marvy Street area a self- contained neighborhood. <br />At this point, Mr. Schneider is waiting for some signals from the <br />county. The county would like to get Lilac Street and Elm Street <br />off of the CSAH system. There has been some discussion of <br />turning these two (2) streets over to the City. Mr. Schneider <br />explained that he will contact the new state engineer and try to <br />arrange a meeting between the city, county and the state <br />engineer. <br />Mr. Gary Uhde, owner of the vacant property south of Marvy Street <br />and north of I35W was in the audience. He told the Council he <br />would like to keep the new street as narrow as possible and be <br />allowed to develop as many accesses as possible. He also <br />expressed concern for the neighborhood on Marvy Street because he <br />had lead them to believe that they could develop the south half <br />of their lots. Mr. Uhde noted that the nature of his property <br />has now changed from solid residential to something else. He <br />said he would not have a major objection to the construction of a <br />44 foot wide street. <br />Mr. Schneider explained that the county would not be interested <br />in a street less than 52 feet wide. He noted that this would be <br />a two million dollar plus project. Mayor Reinert said that this <br />City must have a decision from the county and a joint powers <br />agreement if the county wants Apollo Drive to be a CSAH street. <br />Mr. Schneider explained that the county could decide to upgrade <br />Lilac Street and bypass any City development of Apollo Drive. <br />Mr. Schneider addressed alternate routes for Apollo Drive noting <br />that the intersection of Apollo Drive, Lilac Street and Lake <br />Drive can be changed to fit into other landowners plans. <br />Mr. Schneider was asked if the City constructed Apollo Drive as a <br />MSA street and the county then made Apollo Drive a CSAH street <br />and reimbursed the City for the initial costs, could the City <br />take the money reimbursed from the county and use it for purposes <br />other than MSA street construction? Mr. Toddie explained that <br />the money would have to be returned to the state MSA fund because <br />the street designation would be changed from MSA to CSAH. <br />Mr. Schneider explained that the key decision now is will Apollo <br />Drive be a MSA or a CSAH? <br />PAGE 3 <br />61 <br />
