166 <br />COUNCIL MEETING MARCH 23, 1992 <br />regarding selling municipal bonds. Resolution No. 92 - 49 <br />declares that the City of Lino Lakes will comply with the new <br />procedures. <br />Council Member Elliott moved to adopt Resolution No. 92 - 49. <br />Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 92 - 49 can be found at the end of these minutes. <br />PUBLIC HEARING, IMPROVEMENT OF APOLLO DRIVE <br />Consulting Engineer John Powell, TKDA, explained that notices of <br />this public hearing were sent to only the landowners who could be <br />assessed for the improvement. The residential neighborhood along <br />Marvy Street was not sent notices since they are not proposed to <br />be assessed. The staff and consultants have met with the <br />affected landowners and developers. The developers are now <br />starting to plan the development of their land. When there is <br />some sense of how the land will be developed, a meeting with the <br />Marvy Street landowners will be planned. Mr. Powell used the <br />overhead projector and outlined the project noting that at this <br />time it is planned to complete Apollo Drive in two (2) phases. <br />The first phase will begin at Sunset Road and end at Lino <br />Industrial Boulevard. The second phase will complete the <br />project. <br />Mr. Powell noted an environmental assessment worksheet has been <br />prepared for this improvement since the roadway is over one (1) <br />mile in length. This improvement has not yet been approved by <br />the City Council and is just now being considered. At this time <br />MSA designation has not been established. Mr. Powell noted that <br />if the City and County can agree on a joint powers agreement, <br />Apollo Drive will be constructed as a municipal state aid street <br />and then within a short time, the street will become a county <br />state aid street. Anoka County will assume control and <br />maintenance of the street and reimburse Lino Lakes for the <br />construction costs. The improvements proposed include storm <br />sewers, curb and gutters, roadway construction and some sanitary <br />sewer and municipal water construction. Total costs will vary <br />depending upon whether Apollo Drive is constructed as a municipal <br />state aid street or a county state aid street. Discussions with <br />Anoka County are ongoing and Mr. Powell recommended that the City <br />construct the street and in the future allow Anoka County to <br />assume the street and reimburse the City for the improvement <br />costs. Mr. Powell noted that Anoka County will not have the <br />state aid funds to reimburse Lino Lakes until 1994. <br />Mr. Powell noted the areas that would be assessed and explained <br />that the assessment roll is estimated to be approximately <br />PAGE 3 <br />1 <br />1 <br />1 <br />
