1 <br />1 <br />1 <br />COUNCIL MEETING MARCH 23, 1992 <br />$710,924.00. The current time table for the improvement is to <br />conduct the public hearing tonight and accept the Environmental <br />Assessment Worksheet tonight. Phase I of the construction must <br />be under contract before September 1, 1992 or Lino Lakes faces <br />loosing some of its accumulated MSA funds. <br />Council Member Kuether said all area landowners should have been <br />notified of the public hearing because there will a major impact <br />on the residential neighborhood. ;= <br />The public hearing was opened at 7:08 P.M. <br />ti <br />Robert King, 198 Marvy Street also felt the residential <br />neighborhood should have been notified. He noted that if Apollo <br />Drive becomes a county street, he and his neighbors will not be <br />allowed to divide their property as first proposed because <br />driveway access will be severely limited. He also expressed <br />concern regarding the additional traffic that could be using <br />Marvy Street. Mr. King also noted that he heard that the <br />residential developer who was proposing to develop the vacant <br />land south of Marvy Street may ask that the land be rezone to <br />Light Industrial (LI). <br />Mr. Powell explained that the division of the lots fronting on <br />Marvy Street was discussed with Anoka County engineers. Details <br />have not been completed on this matter. Mr. Powell said he felt <br />it would be easy to limit construction traffic on Marvy Street. <br />He also noted that no proposal for commercial development south <br />of Marvy Street have been discussed, however, R -4, High Density <br />Residential District development has been mentioned for that <br />area. Mr. Schneider explained that if Apollo Drive becomes a <br />county state aid street, the Marvy Street landowners will only be <br />able to split off one (1) lot from their present lot. Anoka <br />County will limit access to four (4) and since there are eight <br />(8) lots, two (2) driveways will have to meet and access Apollo <br />Drive together. This proposal would be similar to the Lake Crest <br />development that had been planned for Birch Street. <br />There was discussion regarding construction of interior streets. <br />Mr. Schneider felt that the area along Apollo Drive should be <br />screened and the area north of Apollo Drive should be developed <br />as a separate entity. He said he would like to meet with the <br />Marvy Street residents and discuss this alternative. <br />Glen Rehbein, 7374 Lake Drive said he was confused about the <br />notice he received. It appeared that the new street would run <br />through his property and he would be assessed. He noted that it <br />appeared that Anoka County would require that all access points <br />be at least 600 feet apart. Mr. Rehbein asked how all this <br />property could be developed and the 600 foot requirement be <br />PAGE 4 <br />167 <br />
