230 <br />COUNCIL WORK SESSION <br />APRIL 8, 1992 <br />expressed disappointment regarding a heavily traveled county road <br />going through a residential area. Mayor Reinert asked if there <br />would be a "trade -off" so that the residents would get something <br />in exchange for their inconvenience. Mr. Schneider said that he <br />would be preparing balance sheets for the residents and will have <br />them available for the May 26, 1992 public hearing. <br />Agenda Item No. 8 E - Mr. Schneider explained that the Birch <br />Street tunnel is expected to cost about $64,000.00. This City <br />will contribute $24,000.00 from the Dedicated Parks Fund and <br />another $6,000.00 from the improvement projects funds. The <br />balance will be funded by Centennial Schools. Mr. Schneider <br />noted that there could be a security problem in the tunnel and <br />suggested that lighting in the tunnel be constructed with the <br />tunnel. It was noted that Centennial Schools had researched <br />other methods of safely getting students to the new school. <br />Signal lights would cost about $80,000.00 and the children would <br />still be at risk. The other alternative was a walkway over Birch <br />Street. The estimated cost was well over $200,000.00. <br />Agenda Items 8 H, I, J - Mr. Schneider explained that the <br />developer of the Lake Drive /Highway #49 area is ready to present <br />a development proposal to the City Council. The question of <br />whether the intersection will be changed or not must be resolved. <br />These agenda items will get some response from both Anoka County <br />and MnDOT on this matter. <br />The balance of the agenda items were briefly addressed. <br />Janitorial Services - Government Buildings - Mr. Volk drafted a <br />list of specifications required for janitorial services. He has <br />also received several proposals for this service and has compared <br />them to the cost of one (1) full time building maintenance person <br />with benefits. The monthly cost of the lowest contract proposal <br />was $2,322.00 per month. The cost of an employee would be <br />$2,316.00 per month. Mr. Volk explained that if the City <br />contracts the services there would be no involvement in labor <br />negotiations. However, the Police Department has expressed <br />concern regarding security and asked that they be involved if the <br />City Council decides to contract the service. The contracted <br />service would be required to be bonded and insured. <br />There was discussion regarding another project in which Mr. Volk <br />had prepared the specifications. Mr. Volk said he was aware of <br />the concerns and allegations. He noted that the City Council <br />will have to decide whether to believe him or the person making <br />allegations.
