1 <br />1 <br />1 <br />COUNCIL WORK SESSION APRIL 8, 1992 <br />Schumacher explained that NSP is supporting economic development <br />issues in local communities. Council Member Elect Bergeson and <br />Mayor Reinert expressed interest in attending the luncheon. <br />Land Donation - 81st Street and 35W - Mr. Schumacher explained <br />that he has received a telephone call from a lady who owns <br />approximately 20 acres in Lino Lakes and is interested in <br />donating it to the City for public use. He noted that Parks <br />Director, Marty Aslesen had walked the area and the Park Board <br />had viewed the area and recommended that the City accept the <br />land. Mr. Schumacher will follow up on this matter. <br />Agenda for April 13, 1992 - Mr. Schumacher noted that the <br />resolutions under Consent Agenda are financial issues. He noted <br />that one (1) resolution will adjust the 1992 General Fund Budget <br />for salary adjustments approved by the City Council. Mr. <br />Schumacher also noted that he is currently in negotiations with <br />Local #49 and the biggest problem appears to be salary. He noted <br />that the members of this union have been comparing their salaries <br />with maintenance personnel in other communities. This may go to <br />arbitration. Mr. Schumacher explained that he is trying to <br />negotiate a three (3) year contract. <br />Mr. Schumacher noted item No. 2 which is Consideration of <br />Recommendation from the Economic Development Authority Steering <br />Committee in Establishing a Seven (7) Member Advisory Board. A <br />tentative list of members include; Gary Uhde, Glenn Rehbein, <br />Roger Jensen, Brian Wessel and a representative from the City <br />Council and the Planning and Zoning Board. <br />Mr. Schneider said that item No. 5, Public Hearing, County Road J <br />will be kept brief and simple. He noted that there will be a lot <br />of people at this hearing. Mr. Schneider also noted that the <br />policy for paying for street improvements changed when Main <br />Street was upgraded. Now residents along county roads will get a <br />new street for a nominal cost. No Council action will be <br />required after the close of the public hearing. <br />Agenda Item No. 6 is the public hearing for the first reading of <br />the Zoning Ordinance Amendment. Council Member Bergeson noted <br />that the changes in this ordinance are significant. <br />Agenda Item No. 7 is the public hearing for Apollo Drive. Mr. <br />Schneider explained that he did conduct a neighborhood meeting <br />and the general mood was "decent ". He noted that the residential <br />property owners are disappointed because they can only subdivide <br />one (1) lot off of each of their lots. Mr. Schneider said that <br />there may be a proposal to divide about 200 feet off each of the <br />lots and then develop this area separately. The residents also <br />PAGE 3 <br />229 <br />
