M «_..: <br />MEMBERS PRESENT• Reinert, Neal, Kuether, Elliott, Bergeso <br />MEMBERS ABSENT : None <br />Staff members present: City Administrator, Randy Schumacher and <br />Clerk - Treasurer Marilyn Anderson. <br />The purpose of the closed meeting was to update the City Council <br />regarding contract negotiations with Local 49 union. <br />Mr. Schumacher explained that negotiations have been proceeding <br />since September, 1994. The City and the Union are relatively <br />close on a majority of issues. The proposed contract is for three <br />(3) years, 1995, 1996 and 1997. The City has prepared a pay <br />schedule using the same metropolitan area cities for comparison <br />as was used for the Pay Equity Plan. The City is proposing a pay <br />schedule as follows: January 1, 1995 3% increase, January 1, <br />1996 3% increase, July 1, 1996 1% increase and January 1, 1997 3% <br />increase. <br />The Union is asking that a position of "lead worker" be created <br />in the Public Works Department, the Sewer and Water Utility <br />Department and Parks and Recreation Department. These positions <br />would be filled by a licensed person. This is consistent with <br />what other metropolitan cities are doing. <br />Mayor Reinert asked if the City pays insurance costs for all <br />employees. Mr. Schumacher explained that the City pays the cost <br />for the employees coverage but not the employees family coverage. <br />Council Member Kuether noted that it is getting to the point that <br />the State is requiring certification of "lead workers ". She <br />suggested that a job description including a certification <br />requirement be written for these positions. <br />There was discussion regarding salary with Mr. Schumacher <br />PAGE 1 <br />
