COUNCIL MEETING <br />3. A minimum of 10% green area shall be provided. <br />MAY 22, 1995 <br />4. Landscaping shall be provided according to the site plan <br />dated May 7, 1995. A sprinkler system shall be provided for <br />maintenance of all green areas. The City Forester shall <br />review the landscaping plan to insure suitability of <br />selected species. <br />5. The exterior construction will be rock face block with <br />breakoff block design. <br />6. An interior sprinkling system will be provided per State <br />Fire and Building Code requirements. <br />7. B6 -12 curbing shall be provided around the perimeter of the <br />parking area and access drives. <br />8. Parking areas shall be surfaced and stripped with <br />handicapped parking provided per ADA requirements. Adequate <br />parking has been provided on site (50 parking spaces). <br />9. Trash shall be stored behind a seven (7) foot masonry <br />enclosures which match the building. <br />10. Screening to match the building shall be provided for <br />rooftop heating and ventilating equipment. <br />11. All drainage, utility and grading plans shall be submitted <br />for review and approval by the City Engineer. <br />12. Access to the site shall be provided by one (1) shared <br />access drive. The developer shall sign a "shared driveway <br />agreement" prior to occupancy. <br />13. A development agreement shall be signed by the developer and <br />made a part of the site plan review. <br />14. A lighting plan be reviewed and approved by staff prior to <br />construction. <br />The City staff, the EDAAB and the Planning and Zoning Board have <br />reviewed this request and recommend approval with the conditions <br />outlined above. <br />Mr. Wessel explained that EDAAB has been working on an incubator <br />concept for small businesses for about two (2) years. He noted <br />that Blue Heron LTD. has been very cooperative in getting the <br />project to this point. The proposed building could house up to <br />eight (8) small companies.
