1 <br />1 <br />1 <br />COUNCIL MEETING <br />MAY 22, 1995 <br />Statutes require that the governing body if not the same as the <br />EDA, which it is not, also approve the TIF district. That is why <br />the City Council is holding this public hearing this evening and <br />finalizing the district. <br />Council Member Elliott moved to close the public hearing at 6:57 <br />P.M. Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Consideration of Resolution No. 95 - 63 Approving the Plan for <br />Tax Increment Financing District No. 1 -7 - Mr. Wessel explained <br />that the final step in the process to establish TIF District No. <br />1 -7 in the Apollo Business Park requires the City Council to <br />adopt a resolution approving the TIF plan. This resolution will <br />be sent to Anoka County for certification of the District. <br />Council Member Bergeson asked if there was a waiting period <br />before this resolution takes effect. Mr. Schumacher said no, <br />only ordinances have a waiting period of 30 days. The TIF <br />District No. 1 -7 will be in effect this evening after the <br />resolution is approved. Council Member Bergeson asked Mr. Batty, <br />if the City Council adopts this resolution this evening, does <br />this start the clock on the District. Mr. Batty explained that <br />the 11 year period of this District will begin today. <br />Council Member Kuether moved to adopt Resolution No. 95 - 63 <br />Approving the Plan for Tax Increment Financing District No. 1 -7. <br />Council Member Elliott seconded the motion. Motion carried <br />unanimously. <br />PUBLIC HEARING, CONSIDER MAKING AN IMPROVEMENT, WELL SITE NO. 4, <br />CLEARWATER CREEK SUBDIVISION, JOHN POWELL <br />Mayor Reinert opened the public hearing at 7:00 P.M. Mr. Powell <br />used the overhead projector and pointed out the proposed site of <br />the well in Clearwater Creek subdivision. On April 10, 1995, the <br />City Council received the feasibility report for this project <br />and a public hearing was set for this evening. The information <br />contained within the outlines the site of the well as well as a <br />cost estimate. The tentative schedule for the project includes <br />getting the plans to the City Council for their approval no later <br />than July 11, 1995. This will allow the well construction to <br />begin in August with a completion date in October. The pump <br />house will be bid separately and the completion of the pump house <br />will take place next spring. <br />There have been discussions with the developer regarding the <br />location of the well site. Three (3) lots in Phase I have been <br />set aside for the well. All three (3) sites are located very <br />PAGE 7 <br />
