13'! <br />COUNCIL MEETING JUNE 26, 1995 <br />Consideration of Resolution No. 95 - 77 Receiving the Trappers <br />Crossing Feasibility Report and Setting a Public Hearing for <br />August 14, 1995, 5:40 P.M. - Mr. Steve Heth explained that the <br />City Council adopted Resolution No. 95 - 51 ordering the <br />preparation of the feasibility report. The report can now be <br />received and a public hearing set at which time the details of <br />the report will be presented. Mr. Heth recommended that the City <br />Council adopt Resolution No. 95 - 77 Receiving the Report and <br />Setting a Public Hearing. Council Member Bergeson noted that <br />some members of the public have already received the report and <br />felt that the public should not get the report before the City <br />Council does. Mr. Heth will distribute the feasibility reports <br />to the City Council prior to giving copies to the public. <br />Council Member Bergeson moved to adopt Resolution No. 95 - 77. <br />Council Member Elliott seconded the motion. Motion carried <br />unanimously. <br />Consideration of Bids for the Black Duck Pumping Station - Mr. <br />Heth explained that the City Council adopted Resolution No. 95 - <br />62 Authorizing Advertisement for Bids for the Black Duck Pumping <br />Station. Bids were received on June 21, 1995 at 10:00 A.M. The <br />apparent low bid was 40% higher than the engineers estimate. The <br />bid is being reviewed to determine the discrepancy with the <br />engineers estimate. A written report will be delivered to the <br />acting City Engineer upon completion of the review. A <br />recommendation on award of the bid will follow. <br />It was noted that this is the second bid that was substantially <br />higher than the engineers estimate and asked why this is <br />happening. Mr. Powell explained in this case only two (2) bids <br />were received and both bidders have never worked in Lino Lakes. <br />They have expressed concern because the lift station is in a <br />"tricky" area as far as soil conditions are concerned. Mr. Heth <br />said that he will be meeting with both bidders to determine why <br />they are so much higher than anticipated. <br />Mayor Reinert noted that if the bidders do not lower their bids, <br />the project will go out for bids again. He asked if there were <br />any time constraints on the project. Mr. Powell said the <br />problems with the current lift station are basically maintenance <br />problems. As time passes the lift station continues to wear out <br />and then becomes more maintenance intensive. Mr. Powell said he <br />would like to get the lift station reconstructed this year. <br />Other options are being reviewed such as moving the lift station <br />across the street to another City owned parcel. <br />Council Member Elliott moved to adopt a motion receiving the bids <br />for the Black Duck Pumping Station.
