1 <br />1 <br />1 <br />COUNCIL MEETING JUNE 26, 1995 <br />seconded the motion. Motion carried unanimously. <br />Consideration of Resolution No. 95 - 75 Approving Plans and <br />Specifications and Authorizing Advertisement of Bids for Well No. <br />4 (Clearwater Creek) - Mr. Powell explained that plans and <br />specifications for this project were ordered by the City Council <br />on June 12, 1995. The drilling of the well is scheduled to begin <br />in early August, 1995 with pumphouse construction to begin when <br />the drilling is completed. The pumphouse will be bid as a <br />separate project and should be completed near the end of this <br />year. The cost of the well will be paid by area and unit charges <br />that are paid by the Clearwater Creek subdivision. Mr. Powell <br />recommended that Resolution No. 95 - 75 be adopted. <br />Council Member Bergeson moved to adopt Resolution No. 95 - 75. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 75 can be found at the end of these minutes. <br />Consideration of Resolution No. 95 - 80 Adoption of Standards to <br />Reduce Non -Point Source Pollution - Mr. Powell explained that <br />non -point pollution involves pollutant materials which are <br />carried off of the land into receiving waters through rainfall <br />and snowmelt. The Metropolitan Council has adopted a strategy to <br />reduce this source of pollution to water bodies in the Metro <br />Area. The City, through the recent completion of the Surface <br />Water Management Plan and updating of the Floodplain and <br />Shoreland Ordinances, has met most of the technical requirements <br />of the strategy. The remaining area to address to comply with <br />the Metropolitan Council's strategy is to amend the City's Land <br />Use Control to incorporate the Plan and revised ordinances. City <br />Staff would anticipate completion of the Land Use Controls by the <br />Spring of 1996 in conjunction with an updating of the City's <br />Comprehensive Land Use Plan. <br />Mr. Powell noted that this resolution is acceptable to the <br />Metropolitan Council and recommended its adoption. <br />Council Member Kuether moved to adopt Resolution No. 95 - 80 <br />Council Member Elliott seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 80 can be found at the end of these minutes. <br />Watering Ban Update - Mr. Powell explained that on Tuesday, June <br />20, 1995, in response to continued hot weather and severe demand <br />by users, the City instituted a total watering ban.
