1
1
1
COUNCIL MEETING JULY 10, 1995
infrastructure being able to support that type of development.
The citizens definition of infrastructure includes schools and
transportation issues. They would like more attention to be paid
to those types of issues. The citizens chose to not put a cap on
the number of new homes to be constructed each year. They felt a
cap on homes was not appropriate because it was restrictive. The
citizens felt that things do change and change very quickly. A
cap on new homes would take away the flexibility needed in a
changing community.
The environment was another important issue with the Growth
Advisory group. The citizens would like the City to be more pro-
active with environmental issues by making sure that the issues
are addressed. They also asked for more information about what
is currently being done when environmental studies or issues in
any kind of development are considered.
The 20/20 Vision project will be shifting focus. City budgets
will be addressed and recommendations may be prepared for Council
consideration. Capital expenditures may be addressed. There are
changes that can be done for the long term good of the city. The
citizens also expressed interest in being a part of the budget
process. Mayor Reinert invited the citizens to talk to the City
Council and present their priorities. They want the City Council
to consider the expenditures they feel should be addressed in the
next couple of years.
The 20/20 Vision focus will include budgets, business plan and
job descriptions. The final document will be printed within the
next couple of weeks. The summary will be sent to all citizens
with a note explaining that the entire document is available at
City Hall for a fee. It will be sold at cost.
Acting Mayor Neal asked if anyone expressed an interest in a
community swimming pool. Ms. Sullivan said this matter was
discussed and there is interest in such a facility. The Parks
group did visit some cities who had a community swimming pool to
determine how they handle their different types of facilities.
Ms. Sullivan also noted that there is a lot of interest in
establishing these types of facilities in conjunction with school
districts. There will be studies performed to determine how such
facilities could be realized and be at least partially self -
supporting so that the entire cost will not be added to the tax
burden.
Acting Mayor Neal noted that the Growth Group recommended that
the City have some type of senior citizen housing. Ms. Sullivan
explained that this group recommended that the City make sure
that all types of housing be available to citizens of all ages.
PAGE 2
14
