52. <br />COUNCIL MEETING JULY 10, 1995 <br />much closer to the people than the ones faced in Washington. Mr. <br />Boschwitz noted the budget problems in Washington and said that <br />many people think this problem cannot be resolved. However, this <br />problem has to be resolved in our homes and businesses. There is <br />hardly a family that has not had to adjust their lifestyle due to <br />a death, loss of a job or similar problems. Yet the federal <br />government continues to increase its debts and make home <br />ownership more difficult because of increasing interest costs and <br />to pass these debts on to our children. Mr. Boschwitz noted that <br />in personal cases, if our assets are less than our debts, when we <br />die, the debts are extinguished. When the government creates <br />debts, they pass on from one generation to another. He felt that <br />this is unfair. <br />Mr. Boschwitz gave Acting Mayor Neal a bumper sticker for his <br />car. <br />Acting Mayor Neal thanked Mr. Boschwitz for coming this evening. <br />CITY ENGINEER'S REPORT, JOHN POWELL <br />Consideration of Resolution No. 95 - 78 Rejecting Bids for the <br />Black Duck Pumping Station - Mr. Steve Heth, SEH, explained that <br />bids were received on June 21, 1995 for the reconstruction of the <br />Black Duck lift station. It appears that the Engineer's estimate <br />was low by approximately $7,000.00. Considering this, the low <br />bid was still 35% higher than the Engineer's estimate. Mr. Heth <br />recommended that all bids be rejected and that the project be re- <br />advertised. <br />Mr. Heth explained that he and Mr. Powell will be reviewing the <br />project and will come back to the City Council with further <br />information. He noted that although three (3) companies received <br />plans for the project, only two (2) bids were received. Neither <br />bidders had worked in Lino Lakes before. Conversations with them <br />seemed to indicate that they were very concerned about the high <br />water table in the area and had inflated their bid to cover <br />dewatering costs. <br />Council Member Kuether moved to adopt Resolution No. 95 - 78. <br />Council Member Bergeson seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 95 - 78 can be found at the end of these minutes. <br />Consideration of Resolution No. 95 - 70 Receiving the Clearwater <br />Creek Feasibility Report and Setting the Public Hearing for <br />Monday, August 14, 1995, 6:45 P.M. - Mr. Powell explained that on <br />April 24, 1995, the City Council, in response to a petition <br />PAGE 7 <br />
