COUNCIL MEETING SEPTEMBER 25, 1995 <br />Loading and Trash Handling - Trash handling areas are located on the site plan and <br />will be required to be properly screened. The Planning and Zoning Board recommended <br />that deliveries be limited to "after" hours. <br />Lighting - Off - street parking areas will be required to be illuminated so as to reflect light <br />away from the adjoining properties. <br />Signs - The proposed signs for the site appear to meet the requirements of the City's Sign <br />Ordinance. Proper permits will be required prior to installation. <br />Utilities - No utilities are available to serve the site at this time, therefore, an on -site <br />system will be required. A mound system has been designed to serve the property and <br />will require approval of the County Health Department prior to issuance of any permits. <br />The developer has also indicated an interest in sanitary sewer and municipal water when <br />it does become available. <br />Draining and Drainage - A grading and drainage plan signed by a certified engineer will <br />be required prior to issuance of any building permits. Storm sewer is available to serve <br />the site so on -site ponding will not be required. <br />The Planning and Zoning Board reviewed this request at their September 13, 1995 <br />meeting and recommended approval with the following conditions: <br />1. A building permit shall be required prior to any construction. A permit fee shall <br />include 1% of construction costs to, insure completion of site improvements. <br />2. Sign permits shall be required for all signs. <br />3. A grading and drainage plan, signed by a certified engineer, shall be provided <br />prior to issuance of any building permits and approved by the City Engineer. <br />4. The landscaping plan shall be revised as recommended by the City Forester as to <br />species type and location. <br />5. The parking area shall be paved with concrete curb and gutter according to City <br />standards. <br />6. Roof top heating and ventilating units shall be properly screened. <br />7. The City Engineer shall review and approve the on -site septic plans. <br />8. Parking spaces shall be provided according to the staff recommended calculation. <br />A minimum of 16 spaces shall be provided with handicapped parking according <br />to ADA Rules and Regulations.
