8/14/72 <br />1 <br />NSP had requested a change in street lighting at the new intersection of Hwy 49 <br />and Old 8 by the Blue Heron. They wished to move the existing light across Old 8 <br />to the south side of North Road and then put 2 additional lights in the triangle and one <br />on the west side of Old 8 near 2nd Avenue. Mr. Zelinka moved that the NSP request <br />for additional street lights be approved provided the State (who requested the lights) <br />will pay for service. Seconded by Mr. Jaworski. There was discussion on the recent <br />change in the intersection. Motion carried. Clerk was asked to send a letter <br />on the approval. <br />VFW Post #6583 requested a bingo permit to hold games at the Aragon Ballroom on <br />Wednesdays and Saturdays starting in September. Mr. Locher said this was all right <br />since no liquor was sold there, only 3.2 beer and set -ups. Mr. Jaworski moved to <br />allow the bingo games at the Aragon Ballroom for the VFW. Seconded by Mr. <br />Zelinka. Carried. <br />Mr. Marier moved that we join the League of Minnesota Municipalities for another year, <br />and that we renew Sign Permit #17 for Western Outdoor Adv. Seconded by Mr. <br />Jaworski. Carried. <br />Clerk read the police reports for July. <br />Mr . Bohjanen mentioned that there had been some close calls due to people not <br />stopping for Main Street when coming off the cross street from Old 8, and felt <br />there should be a stop sign there. There was considerable discussion on this. Clerk <br />was asked to send a letter to Anoka County asking them to put barricades up at both <br />ends of the cross street to eliminate all traffic on it. <br />The Ithaca shotgun was discussed. Mr. Marier felt it was serviceable as he had <br />fired it four times with no problem; he suggested that it be kept clean. Mr. <br />Zelinka questioned the reliability of the gun; Gerald Johnson stated that it was <br />unreliable as they had fired it three times and it jammed each time. Mr. Jaworski <br />moved to table the matter for future study, noting that he would like to take it <br />home and try it with regular shot and double '0' buckshot. Seconded by Mr. <br />Zelinka. Carried. <br />The requisitions were discussed. Mr. Marier wondered if the mower we have for <br />the international tractor is worn out. Mr. Jaworski stated that the one requested <br />was a 5' sickle mower; the other one is a rotary mower . He noted that the price <br />was lower on the second requisition due to the salesman's finding out that our <br />tractor was newer than he thought so that some attachments had been eliminated. <br />Mr. Marier asked if we had saved $200 by looking back. Mr. Jaworski said No, since <br />the other parts wouldn't have fit and we wouldn't have had to pay for them. <br />Mr. Zelinka moved to accept requisitions #122 -127. Seconded by Mr. Jaworski. <br />Carried with Mr. Marier voting No. <br />The bills were audited. Mr. Marier asked for an explanation on bill #4637, which <br />was for $130 for two courses for the Assessor, as to why there was a requisition <br />after the fact. Mr. Bohjanen read the resolution of Jan. 27th authorizing <br />certification of our Assessor and assuming all costs for her certification. Mr. <br />Marier felt the authorization to spend the money should have gone through the Council <br />first, and asked Mr. Bohjanen what the intent of the requisition was. Mr. Bohjanen <br />said it was just to fill in for the P.O. number. Mr. Marier asked if we should have <br />Council approval for money spent in the Village; Mr. Bohjanen said Yes. Mr. <br />Marier said we are not getting it, that this was only one man's decision. <br />Mr. Marier noted there was no requisition on the back order from National Copy <br />Resource Products, asking what the intent of the requisition system is. Mr. <br />Zelinka felt it was to authorize payment for goods and services. Clerk noted that <br />the original order was placed last December. Mr. Bohjanen felt there was no need for <br />a requisition to be attached to something purchased ahead of the requisition system. <br />There was more discussion. <br />
