8/28/72 <br />Clerk reported receipt of the second half of the cigarette tax apportionment in the <br />amount of 53,581.24, liquor tax in the amount of $3,027.44, and mobile home tax in <br />the amount of $202.30. The affidavit of publication of the weed notice in the Forest <br />IIILake Times was received. <br />1 <br />Clerk reported receipt of a letter from the Board of Water Commissioners of the City <br />of St. Paul stating that they would not consider a longer lease on the Baldwin Lake <br />property. After discussion, the Clerk was instructed to write a letter to Mr. Hamblin <br />asking him to meet with the Park Board to discuss further lease and possibilities for <br />construction. <br />Clerk reported receipt of a letter from Gulf Oil Company stating that they had secured <br />the house and filled the well at the Lake Drive location between Lilac Street and <br />135W . <br />Clerk reported receiving a call from Mr. Frank Graham of NSP concerning reading the <br />water meter at the pumphouse. She had filled him in on the situation with U. S. Lakes <br />Development. He had stated that U. S. Lakes will be billed for the service until we <br />notify them that we have taken it over. <br />A. letter from Mrs. Bernadine Skoglund concerning the dead trees at the Skelly Station <br />next door was read. This was discussed. The Clerk was directed to send a letter to <br />Skelly Oil, with a copy to the local leasee, telling them to give us an answer in 10 <br />days on their intentions on removing the dead trees. <br />Mr. James Ray was present to discuss our insurance. He stated that the contract which <br />we negotiated on the fire coverage on all the buildings, properties and contents must <br />be sent to the Fire Underwriters annually for evaluation. He noted that the rate we <br />get on the overall policy ispoorer than what we would get on the Hall alone, mainly <br />because of the park buildings. The rate changes from year to year. A new statement <br />of values must go in, and the Bureau re- establishes the contract. Mr. Ray stressed that <br />he doesn't issue the rate; however, he guessed that increasing the value of the Hall <br />by 15% would probably cost less than $200. Mr. Marier asked what position we are put <br />in if once the Bureau receives the criteria from the Clerk. Mr. Ray said that he sends <br />the material in and they eventulally take action on it. Mr. Ray noted that one thing <br />we have going for us is that we were inspected for a lower classification in Lino, but <br />they haven't notified the agents yet. Mr. Ray made it clear that the contract amount <br />could be negotiated at any time. <br />Mr. Locher asked Mr. Ray about the flood insurance. mr. Ray noted that this insurance <br />had been revised as of July 1, 1972, and that there was one carrier in the area. The <br />rates had been cut to 1 /10 of their former amounts. There was considerable discussion <br />on this. Mr. Marier moved to set further discussion on flood insurance for the <br />September llth agenda at 8:30 P.M., and to invite Mr. Wright to answer questions. <br />Seconded by Mr. Cardinal. Carried. <br />Mr. cardinal said it had been brought to his attention that some group had used the new <br />diamond at Sunrise Park for tournament games over the past weekend. It was felt that the <br />group should be charged $50.00 for the use of the diamond. <br />Mr. Cardinal reported that the snowfence around the ball diamonds had been broken down, <br />and asked the members' feelings on putting cyclone fence or some other permanent fence <br />IIIaround the diamonds, taking one at a time. It was decided to get more prices. <br />Mr. Cardinal noted that there was requisition for lumber to construct players boxes at <br />the hockey rinks; he noted that the rinks were not painted due to the weather and other <br />things. <br />Mr. Marier reported that he had attended the last Park Board meeting in Mr. Cardinal's <br />place. This was a joint meeting with the Environmental Commission. <br />
