September 14, 1972 <br />Mr. Bohjanen turned the meeting over to Mr. Locher who read the affadavit of <br />publication and the names and addresses of the people to whom he had personally <br />posted notices of the hearing. <br />Mr. Locher then turned the meeting over to Mr. Carley who explained the figures that <br />were discussed at the Speial meeting of August 10, and that the Council had adopted <br />Plan 1. The only figure that there t'.as doubt about was the total acreage of 320 acres. <br />This had been recomputed and the final figure was 406 acres. This would reduce the <br />cost of the Lift Station Area from 5g197.00 /acre to °160.00 /acre, and the Well Area <br />from '2285.00 /acre to `186:00 /acre. The total figure would remain the same. <br />Mr. Bush from U. S. Lakes Development, then gave a background report on the <br />project and explained the new method of assessment. He said one of their problems <br />with prospective buyers is the fact that the sewer system has not yet been accepted <br />by the Village, thus creating doubt in the peoples mind as to the status of the <br />system. <br />They now have 57 lots with full service with an estimated cost of $2500 per lot. <br />This money is in eschrow and the buyers have been assured that these special <br />assessments will be paid by the company. <br />Mr. Bush presented a map which changed the use of Outlot G (14.7) acres, and Outlot <br />K, also relocating part of the back 9 holes of the Golf Course. Outlots C and I are <br />also included in this revision. These lots would be used for single family dwellings <br />instead of town houses_as presently zoned, There are 3 lake shore lots that would be <br />used as a public park h a buffer zone of natural growth around this new area. The <br />park would include trails for hiking or bicycling. This revision would create an <br />extra 60 lots that would be located very near the existing lines. It would also reduce <br />the density from 8 persons to 2 1/2 persons per acre. He gave the following figures <br />for assessment: <br />57 Full service lots <br />23 Partial service <br />105 area service <br />28.2 acres in Outlots <br />H, J, & K a <br />200 acres of ad- <br />joining land r^? <br />2500.00/ lot <br />1300.00/lot <br />900.00/ lot <br />2500.00/ acre <br />600.00/ acre <br />,A142,000.00 <br />29,900.00 <br />94,500.00 <br />70,500.00 <br />120,000.00 <br />ek457,400.00 <br />Mr. Bush would request that the Council defer assessment until the platting of <br />this land is done, pending a new assessment after it has gone through the P & Z <br />There is approximately a 4 month lag between the issuance of building permits and <br />occupancy. Mr. Bohjanen asked if there was any other reason for replatting this <br />land other than the special assessments. <br />Mr. Bush explained that one bedroom in their townhouses is below the standard <br />size and there isn't enough room on that specific piece of land for the revision <br />of the plans to make it attractive enough for prospective buyers. Their thinking <br />is now that they will probably put the town houses near Holy 17, but there is <br />nothing definite on this. This area would be very near the one already served by <br />the existing, lines. Mr. 7elinka asked what effect this change would have on the <br />tax base of the area. Mr. Bush thought the total tax base would be a little higher <br />with the townhouses, but that they were planning on building homes comparable with <br />the ones already there and that the tax base would not be affected too much. Mr. <br />Bush also explained that at the time of the original platting it was decided that the <br />west side of the lake was more conductive to the more expensive home, but the ones <br />on the east side would be as good or better than the ones now there. <br />
