42 <br />9 -25 -72 <br />Mr. Boyd said Berghorst Plumbing has been red tagged since May 14th on homes in the <br />Chomonix area and there has been no action taken. <br />Mr. Locher said there was two items of conterversy; 1) do they have 3 8 hour days to III <br />make the inspection or 2) 1 24 hour day; and is the ballon test necessary. <br />There was discussion on these points. Mr. Boyd said if he doesn't make a final test <br />then he is in violation of the State Code. Mr. Locher said Berghorst feels that a <br />visual inspection is all that is necessary. Mr. Boyd feels that the only way to <br />determine if there is a leak somewhere in the system is by the ballon test. This <br />is the test that Berghorst is objection to . Mr. Boyd felt that action should be <br />taken against the Plumbing Contractor and maybe it will be necessary to get an <br />Attorney General's ruling on the law in this area. <br />Mr. Jaworski moved to have Mr. Locher pursue this matter. Seconded by Mr. Marier. <br />Carried. <br />Due to some mechanical trouble, Mr. English was unable to present his slides. He then <br />proceded with his report on the Flood Insurance Program which is designed to protect <br />from damage by any sort of run -off not caused by the property owner. He quoted the <br />rated that are now in effect. He gave the formula necessary for local governments to <br />use in order to qualify for the Insurance Program. This is a Federal sponsored <br />program and is administered through HUD. Mr. Marier asked if this program put the <br />Village under zoning restrictions and does it restrict platting. <br />Mr. English said Yes. That the Village would have a 6 month interim period and then <br />the Ordinances would have to meet State and HUD standards. <br />There was discussion on the problems of restrictions that this program would create_ <br />espically with developers. <br />Mr. English will send copies of State Criteria on Flood Control. <br />Mr. Jaworski felt that we should take no action on this at this time. Mr. Bohjanen <br />felt we should put this aside and wait for more input at a later date. <br />Mr. Locher looked over the sewer bond for Olson Sewer and said it was in order. There <br />was a questionaire concerning the sewer installation in Lakes Addition #2 which will <br />be turned over to Mr. Gotwald. <br />Mr. Bohjanen had the Clerk read a letter from the State concerning voter registration. <br />Election judges must be appointed 25 days before election from a list of voters <br />supplied by the two parties. These appointments can be made at the next Council meeting. <br />The list from both parties must be in by then. Joe Marshall for the DFL and Phyllis <br />Blaylock for the REpub l i can. <br />The Village Hall will be open from 9:00 A. M. to 9:00 P. M. on Oct. 13, 16, and 17 for <br />voter registration. Reminders to register and to vote wi I I be put in all papers. There <br />will also be a flyer passed out by the CD reminding people to register and to vote. <br />There will be a meeting at the Anoka Ramsey Jr. College on Oct. 5, 1972 conducted by <br />the Metro Transit system. They will consider the North Corridor and what we think <br />we need in this area. <br />The Metro Council will meet in the Blaine City Hall, September 28, 1972. <br />Under old business, the position of a full time was discussed. Mr. Jaworski felt <br />that we should run a classified ad in both St. Paul and Minneapolis papers. The <br />salary range of $8,000.00 to $10,000.00 depending on qualifications and experience. <br />1 <br />1 <br />
