46 <br />10 -10 -72 <br />Mr. Locher read a letter from the Auditor's Office on two parcels of forieit land <br />available in the Lexington Park Lakeview area. The Council decided to take a <br />look at these lots and to decide at the Next Council meeting on the matter of <br />purchasing them or not. <br />Mr. Locher had checked at the Anoka County Court House and there is no record of <br />Hol ly Drive on file there. The requi rements of establishing a road is 6 years of <br />maintainance and use. Mr. Locher read the legal description from an 1898 record <br />of roads and the description matches the present location of the road pretty close. <br />Mr. Locher said if residents would file affidavits as to the use and maintainance <br />of the road this would serve as proof. Some one thought that this had been done <br />several years ago by Mr. Norman Miller. The clerk was asked to check the files and <br />see if these are still here. Two things determine the status of a road - Publis <br />usage and maintainance by Public Funds. <br />Mr. Locher also informed the Council that an acceptance of the water and sewer <br />systems, the Village will be responsible for the pumping and hauling of the waste <br />in the Chomonix area. In order to do this they need an Ordinance governing the <br />operation. Mr. Locher said he thought that this should be the responsibility of <br />the Metro Sewer Board but the Council felt that the cost of hauling would be less <br />than the Metro Sewer charges. Mr. Gotwald said that the road to the wet well has <br />been surfaced and is in good condition. <br />Mr. Marier asked Mr. Locher if there was any word on our sign certification. Mr. <br />Locher said, No. Mr. Marier wanted to know if we can enforce our sign Ordinance <br />as we now have it. Mr. Locher said, Yes, until we hear otherwise. <br />Mr. Bohjanen reported that the Council must appoint Election Judges at this meeting. <br />They should be from a list provided by both parties, but no I i st have been received <br />in the Clerk's office. Mr. Jaworski moved to authorize the Clerk to make a list <br />of Election judges from the available lists. Mr. Marier seconded. Motion carried. <br />This list must be in by the 12th. <br />Mr. Dupre had inspected the Al Robinson signs and a check should be in the mail for <br />the permit. <br />Mr. Bohjanen reported that at the October 2nd Open Space meeting the people had <br />requested a meeting with the County officials and that a second open space meeting <br />has been set for October 15th, at 8:00 P. M. Letters were sent to the people whose <br />land is affected and also to Mr. Burman, Torkildson, and Steffan, inviting them to <br />attend this meeting. <br />Police Chief Myhre reported that Clifford Ross, Jr., has resigned from the Police <br />force due to a conflict in hours with is present job. He requested a leave of <br />absence with the option of returning to the force if his hours change and there is <br />an opening. Mr. Zelinka moved to place Clifford Ross, J r. , on a six months leave <br />of absence to be renewed at the discreation of the Counci I . Seconded by Mr. Marier. <br />Motion carried. The Clerk was instructed to write a letter to Mr. Ross informing <br />him of the Council decision. <br />Mr. Myhre feels that we should hire one man to replace Mr. Ross and one extra man, <br />He feels that the Police department is covering too much territory with the present <br />men. He also feels that the men should not ride alone on Friday and Saturday nights. <br />There was discussion on the hiring of two men. IMr. Jaworski moved to run an ad <br />in the St. Paul and Minneapolis papers for 10 days. Applications must be in by <br />November 15th. Seconded by Mr. Zelinka. Motion carried. <br />
