10 =24 =72
Mr. Busch said that is is impractible for the company to maintain public lands. It
III could be done for a definite period of time but not for an indefinite period. There
could be legal problems encountered.
1
Mr. Marier wondered if the area could not be left as a buffer zone as planned and
leave the maintenance to the residents.
Mr. Zelinka felt that non - compliance by some owners would make this unadvisable. He
wondered if the Council and the Developer could not come to some agreement such as
the Company set up the area, plant and maintain for $1.00 per year for a period of
5 years.
Mr. Marier then suggested leaving the buffer zone as is and deleting the park area by
the lake and the one in the lower right of the plat. He also reminded the people
that this is a preliminary plat and not the final.
Mr. Zelinka asked Mr. Busch what shape the Park around the Marina would take.
Mr. Busch said the Marina was planned for the North end of the Lake and the land now
proposed as a public park is on the West side of the lake near the creek. The
Company owns the land on either side of the creek and a certain number of acres can
be set aside if this is the wish of the Council. They haven't really planned the
park because of the delay in development on the west side of the lake. They would
prefer to wait and see how the park will fit into the overall picture of the
development.
It was then suggested that perhaps the area could become a common area and be
maintained by the residents. Mr. Borovansky asked if this meant there would be a
leavy against the ome owners in the area?
Mr. Bohjanen replied, Yes, some sort of a Home Owners Association.
Mr. Bororvansky said he felt that this was no sort of compensation for the loss of
the golf course behind his property.
Mr. Gotwald said he had antoher meeting that he was already 30 minutes late for and
if there were no more questions of him, he would like to leave. Mr. Gotwald left.
5
Mr. Kelling then said that this concept of letting the area go back to nature was one
that the P &Z had not discussed. It would not solve the problem of the golf course but
to leave the area as a buffer zone and let go back to nature would certainly solve the
maintenance problem.
Mr. Busch said the idea is not contrary to U. S. Lakes and is it a workable plan.
Mr. Zelinka asked if this area would be dedicated to the Village?
Mr. Busch said Yes, if that was the desire of the Council.
Mr. Bohjanen reviewed the discussion as to mean that the buffer zone is to be left as
III platted with the exception of the two blocked park areas, plant and let return to nature.
This area would be dedicated to the Village but would not be considered as part of the
overall park plan. He then asked for comments from the audience. There was no response.
Mr. Marier said there is much conterversy on this plan and he would move to go back to
the original plan with the golf course. Mr. Locher asked if this meant he would
