11-27-72 <br />71 <br />There was discussion on the specs for a new police car. Mr. Myhre reported that he had <br />talked to the County and their next bids won't be let until some time in February, 1973, <br />and there would only be about a $50.00 savings. He felt that we whould go ahead and let the <br />bids on our own. Mr. Bohjanen asked about the cost. Mr. Myhre said the last one cost <br />$2860.00. Mr. Marier felt that we would have to add at least a thousand to that figure. Mr. <br />Marier asked about items #10 -II -12 on the specs. on #IO - he felt that it has been proven <br />that undercoating is a contribution to the rusting of a car body - not a deteriment; #II - <br />why a trailer hitch? Mr. Mhyre said in order to pick up stolen trailers. #12 - why a <br />remote switch for opening the trunk; Mr. Myhre said in order to avoid delays in getting to <br />the equipment needed at accidents and to avoid lock freeze up in the winter. Mr. Marier <br />also questioned the use of 6 ply tires on a car. Mr. Jaworski said these are a safety <br />factor - they are recommended for police cars and the Plymouth is equiped with them. <br />Mr. Bohjanen asked how the council felt - should we let this out for bids on our own <br />or wait for the County? <br />Mr. Marier moved to advertise in the St. Paul and Minneapolis papers for bids to be ran <br />in the morning papers for one week (7 days). Bids to be opened at the December 26, 1972, <br />regular Council meeting at 8:00 P. M. Mr. Locher said that the ad must be run at least <br />once in the Blaine Life since this is our legal newspaper. Last date of publication <br />must be ten days before the date of opening the bids. Seconded by Mr. CArdinal. Motion <br />carried. <br />The Clerk was instructed to check the last minutes and write an ad for a part time <br />policeman and publish according to the instructions in the last minutes. <br />III Mr. Ros Hamblin from the Neptune Meter Co. appeared before the Council and discussed water <br />meters. The Council requested that he put his information in a letter and mail to the <br />Village before the next meeting. Mr. Hamblin said he would be glad to do this. Mr. Bohjjanen <br />thanked him for his time and presentation. <br />Mr. Locher went through the proposed Ordinances for water and sewer, inserting the figures <br />where needed. Mr. Marier asked that the minutes show that the Council would like time to <br />study these Ordinances before acting on them. Mr. Locher said that since utility billings <br />are usually done by the quarter he would suggest that we start on Jan. 1, 1973, so as to <br />begin at the start of a quarter. The last date of publicatnon for the Ordinances would <br />be December 27, 1972. <br />The Council authorized Mr. Backlin to check and see what size meters we can use and are the <br />homes in the Chomonix area up for the right size. <br />Mr. Locher read the laws pertaining to plumbing inspections as interpreted by the STate <br />Inspector and he interprets to the law to read a "3 - 8 Hr. working days' not one 24 hour <br />period'. There was much discussion on this problem. Mr. Locher had asked the State <br />Inspector for his opinion in writing but so far has not received it. <br />Mr. Locher had looked over the application and bond for Jarasen Sewer Service and found <br />every thing in order. Mr. Cardinal moved to grant the Sewer License to Jarasen Sewer Service <br />Seconded by Mr. Jaworski. Motion carried. <br />The Clerk was to call Mr. Ray and find out if the lift station in the Chomonix area is <br />covered insofar as insurance is concerned. <br />Mr. CArdinal mvoed to pay the bills #4825 through #4840 inclusive. Seconded by Mr. Jaworski. <br />Motion carried. <br />Mr. Marier asked about the gravel. He wanted to know if this was let out by bid. Mr. <br />Jaworski said yes, the b++d was let in the Spring for a certain amount and was delivered <br />
