91 <br />January 22, 1973 <br />There was: muck di;scnasion on this, problem and to the di rection of the Council should take. <br />Mr. Marier moved to have Mr. Backl in program the situation and lay out a one year program <br />before we hire a second man. Mr. Cardinal suggested a six months period rather one year. <br />Mr. Jaworski said our plans are pretty well set for the year. This was all worked out <br />at our budget meetings. <br />Mr. Zelinka asked to reword the motion to "lay out a plan and program for Council <br />Consideration ". SEconded by Mr. CArdinal. Motion carried. Mr. Cardinal added to have <br />this done within 30 days. <br />Mr. Bohjanen reported that he had received oopies of the Lexington Fire Contract. Mayor <br />Munson would like to meeti with us on this and also it has not been certified by the <br />Lexington Village Council as yet. The Clerk was asked to make copies for all Council <br />members. <br />The Clerk read a letter from Mr. Tom Van Housen submitting his resignation as planning <br />consultant for the Village effective immediately. The letter stated that with the <br />added responsibilities of his new position that he did not have the time to serve us <br />adequately. The Council accepted his resignation with regrets. Mr. Bohjanen asked if <br />Mr. Gotwald could serve in both positions in the interim period. Mr. Marier said that <br />any thing that is submitted to the Metro Council must have the recommendations of a <br />Planner and he thought there might ba a conflict of interest with Mr. Gotwald serving <br />in both positions. <br />The Clerk was instructed to write to Progessive Design, contact the Planner who serves <br />Hugo and to write to a firm who had contacted her office. <br />Mr. Bohjanen reported that we had no bids submitted for a new patrol car. Mr. Marier <br />moved to direct a letter to the County Administrator advising him to put us on their <br />next purchase list for a new patrol car. Seconded by Mr. Cardinal. CArried. <br />Mr. Jaworski asked if we could find out if they accept trade ins. The Clerk asked if <br />this was for one or two new cars. There was discussion on the date of purchases of <br />the Ford from Centerville. Mr. Marier moved to table this until he can clarify some <br />questions on the Purchase of the Ford. Seconded by Mr. Cardinal. Carried. <br />Mr. Bohjanen reminede the Council of the meeting with Circle Pines and the Gas Companies <br />on Wednesday, January 24, 1973. <br />Mr. Locher had checked our Ordinances dealing with outside bathrooms and found nothing <br />prohibiting them, but suggested that we install chemical bathrooms at the Baldwin Lake <br />Site. <br />Mr. Locher had a call from the Clerk concerning the installation of the plumbing at the <br />Freeway Farms by non - licensed personnel. The plumbing inspector had red tagged the work. <br />The work had been started without a plumbing permit. Mr. Locher had checked with the <br />State Plumbing Inspector and as long as our population is under 5000, plumbers do not <br />have to have a state license. But when our population hits 5000, then this State Law <br />automatically prevails. The Freeway Farms have obtained a plumbing permit and paid a <br />double fee. <br />Mr. Locher said we would have to draft an Ordinance requiring the plumbers to be State <br />Licensed. The concensus of the Council was that as long as the work has to pass inspection <br />and the law becomes effective automatically when our population grow, then to leave things <br />as they are now. <br />Mr. Jaworski moved to authorize the signature of Mayor Bohjanen as Mayor, Richard Zelinka, <br />as Acting Mayor and Edna Sarner as Clerk Treasurer on all Village Check. Checks to require <br />only two of the signatures. Seconded by Mr. Marier. Motion carried. <br />
