February 26, 1973 <br /> Mr. Busch asked the Council to approve the plat and vacations as <br /> presented at this meeting sto they could go ahead with the things <br /> necessary and to get their sales program finalized. <br /> Mr. Marier said the intent of the Council is to follow legal <br /> procedure as to zoning, platting and vacations. Mr. Marier moved <br /> to continue this hearing on Lakes Add. #3 final plat and vacations <br /> to March 13, 1973 at the special meeting. Seconded by Mr. <br /> Cardinal ; Vote; Mr. Cardinal , Yes; Mr. Marier, Yes; Mr. Jaworski , <br /> No; Mr. Zelinka, No; Mr. Bohjanen, No; Motion failed. <br /> Mr. Zelinka moved to accept the plat and vacations as presented <br /> contingent on rezoning from R4 to Ri at the special meeting. Seconded <br /> by Mr. Jaworski . Motion carried with Mr. Marier voting, No. <br /> Mr. Marier then read the recommendations of the P&Z Board. The <br /> main concern of the P&Z was the maintenance of the Open Space, <br /> since U.S. Lakes plans to turn this area over to the Village as <br /> Public property. They felt that this would be a liability to the <br /> Village as far as patrolling and maintenance. <br /> Mr. Cardinal asked how much maintenance would there be on Open <br /> Space, if left to go back to nature. What kind of Maintenance <br /> would be necessary. <br /> Mr. Marier felt it could become a fire hazard by the growth of <br /> tall grasses, could become a nuisance area and could cause policing <br /> problems. <br /> Mr. Jaworski felt that these things could be discussed at the <br /> special meeting. He apologized to Mr. Marier saying they should <br /> have had the P&Z recommendations before any motion was made. <br /> There was more discussion on the requirements that 75% to 80% <br /> of the presently serviced lots be developed before more service <br /> lines are put in, also, that the open space in this area is not <br /> to be counted in the overall total of park lands for the Vi I I age. <br /> Mr. Locher questioned the grade of the open space and wondered <br /> if there were low pockets where water would stand. The Engineer <br /> from U.S. Lakes said the area is we I I drained by the storm sewers <br /> and there are no low pockets in the area. <br /> Mr. Zelinka said that as he remembered from the Oct. meeting that <br /> U.S. Lakes was to grade, plant trees and seed the area before <br /> turning it over to the Village. Mr. Busch agreed that this was <br /> the case and also re-affirmed their agreement on developing <br /> 75-80% of the serviced lots before extending the construction <br /> area. <br /> Mr. Locher asked if the special assessments on the out lots would be <br /> divided equally among the platted lots. Mr. Busch said they <br /> would be and that the green area would be free of assessments; the <br />�_ QT <br />
