104 <br />March 5, 1973 <br />The $275.00 per /permit is supposed to be the cost for- reserving sewer <br />I$ne capacity for that home. The money is used to construct the inter- <br />ceptor and to aid in the treatment of the sewage. <br />Mr. Marier asked what would be the V i I l ages stand if Chomon i x exceeded the <br />50 home limit. <br />Mr. Locher said the ViIlage would have to pay all cost for those homes. <br />There was discussion on the possibi lity of limiting the construction, of <br />passing the cost backto the contractor and the possibi lity of asking <br />the limitation to be raised from 50 homes. <br />Mr. Locher felt that this agreement was a token and what we do beyond this <br />is the responsibility of the Village. He said the MSB figured in the <br />reserve value of the truck and tanker in computing their contribtion to- <br />ward the cost of hauling. <br />Mr. Backlin brought up the fact that road restrictions will be posted soon <br />thus limiting the amount that can be hauled at one time. <br />Mr. Marier wondered if it would be wise to enter into this contract the <br />way it is written. We have no assurance of when the interseptor wi II be <br />constructed or if this agreement will be rewritten in 1974. He felt that <br />we needed something more solid and in writing. <br />Mr. Zelinka said he had the same questions. Although, he did feel that <br />if the MSB entered into such a contract, and did not carry through, there <br />could possibly be cause for a court case. <br />Mr. Marier said he would like to see a definite date as to when the <br />interceptor wi I I be constructed. <br />Mr. J aworski said in order for MSB to make a commitment as to the date <br />for construction, they have the approval of the Metro Council. <br />Mr. Marier felt that if we charge the $275.00 per building permit, then <br />remit these monies to the MSB, we will be paying charges for something <br />we don't have, for services that we are not receiving. <br />There was more discussion on these SAC charges, what they are used for, <br />the fact that they are collected in the entire Metro Area and that we <br />need a construction date in writing in order to protect the Village and <br />the residents from paying for services not given. <br />Mr. Cardinal suggested that Mr. Locher meet with the MSB again and take <br />the requests of the Council back to them and renegotiate this agreement. <br />He is to ask for a construction date, present our figures on the cost of <br />hauling and some assurance that this contract will be rewritten in 1974. <br />The Clerk asked for some direction from the Council in regards to issuing <br />bui (ding permits. Mr. Zelinka moved to authorize the Clerk to hold al 1 <br />construction permits, both bui Iding and sewer, unti I the next Council <br />meeting. Seconded by Mr. Marier. Motion carried. <br />
