He said there were several different <br />plans considered and we would have to wait and see which one is rec- <br />ommended for this area. <br />Mr. Jaworski asked if there had been any response to the 50 homes <br />limitation? <br />Mr. Locher said there is no limit but that the MSB wi I I only reimburse <br />us for the equivalent of 50 hook ups. <br />Mr. Marier presented some figures as to the debt already incurred by MSB <br />in the Sewer Service Area #2 of which we will become a part. He said the <br />$275.00 charges is a good deal in comparison to what they were under <br />the old system, but we should have information as to our total bill. <br />He would also like toknow where the present debt figures came from and <br />what is being done about paying it off. <br />There was discussion on the cost of the line and the size of the line - <br />if it was a force line or gravity. Mr. Gotwald said their plans call <br />for a gravity line form Centervi l le to Shoreview. Mr. Zel inka said he <br />was told that MSB would break ground for soil test in the Fall of 1973 <br />and for construction in the Spring of 1974. Mr. Marier said once we <br />enter dinto this agreement with the MSB that puts us back into Service <br />Area #2 and under MSB jurisdiction. We must find out what Lino Lakes <br />bills will be and when they will start construction. <br />Mr. Bohjanen felt that a meeting with Mr. Dougherty was in order to <br />clear up any questions that the Council may have. Mr. Locher wi I I <br />set up a meeting at the convenience of Mr. Dougherty. In the meantime, <br />what about the SAC charges for units building permits will be issued for <br />in March? <br />Mr. Jim Husnik wanted to know if he could get a building permit or <br />would they still be frozen? <br />Mr. Marier moved to pass the fol lowing Resolution: <br />"All new residential and commercial building permits issued as of <br />March 1 2 , 1973 wi I I be required to pay the $275.00 SAC charges. <br />These monies will be put into a fund for 90 days to either be paid <br />to the MSB or returned with interest to the applicant. An agree- <br />ment to this effect must be signed by the applicants." <br />Seconded by Mr. Cardinal. Motion carried. <br />Mr. Bohjanen then called on Miss Julie Bever, from the audience who <br />questioned the operation of the Birchwood Hills Stables. Mr. Locher <br />said she had contacted him in reference to a horse she owns that was <br />stolen and is now at this location but the owner will not release the <br />horse. The owner of the stables says the horses (there were others that <br />have been recovered by their owners) were running loose and had turned <br />up at the stables. She now claimes that the horse in question belongs <br />to her. Mr. Locher had contacted the Humane Society and they had reported <br />back to Mr. Locher just before this meeting. Mr. Childs has investigated <br />the stables and had found any animals inside he would have immediately <br />
