April 9, 1973 <br />Mr. Leo Hager appeared before the council to requestthe split of h i s <br />property. He had appeared before the P &Z end they recommend that his <br />request be denied. He has 225' frontage and wants to deed 100' to his <br />brother. He had tried to bu7 75' from the land owner next to him but, <br />the owner won't sell. Mr. Gotwald suggested that Mr. Hager do a perc <br />test to see how much fill he would need and see if it was feasible to <br />build on this location. Mr. Gotwald explained the necessary steps <br />he should take before going ahead with the fill. He gave Mr. Hager some <br />suggestions on the things he could do himself. <br />Mayor Bohjanen reported that the Information Guides here. There is <br />one wrong phone number the Clerk is changing. <br />He reminded the Council of a meeting of the Metro Transit Commission <br />of the Metro Council in Coon Rapids on April 14, 1973. <br />He asked if the Council would like Mr. Hi l l at the April 23rd meeting <br />to discuss the audit report, they said, Yes. <br />He also presented a sign bid he had gotten for a sign at the Village <br />Hall entrance. The Clerk is to make a copy for the Councilmen. Also, <br />make copies of the Centerville Fire Report. <br />Mr. Locher read a letter on the Birch Wood Hi I Is stables and reported <br />on the status of the investigation. He suggested keeping a close watch <br />on the operation. He had no instruction from the Humane Society. Mr. <br />Cardinal asked what can we do with this information. Mr. Locher said <br />we could prosecute, their special use permit has been withdrawn and also <br />on cruelty to animals. Mr. Marier asked if we would not be under the <br />direction of the Humane Society and Mr. Locher said, Yes. Mr. Zelinka <br />moved to table this matter. Seconded by Mr. Marier. Motion carried. <br />Mr. Locher then went through the contract for the road work and explained <br />the performance bond to the council. The contractor is to be paid by the <br />month -90% of his bill, final payment to be made 30 days after completion. <br />There was discussion on 24th Avenue. Mr. Gotwald will call the engineer <br />for Hugo. Mr. Backlin will inspect except when he feels that Mr. Gotwald <br />should look at something. Mr. Marier moved to authorize the Mayor and <br />Clerk to sign the contract. Seconded by Mr. Cardinal. Motion carried. <br />Mr. Zelinka moved to authorize the Mayor to sign Mr. Baclklin's application <br />for Certification under Section (g) (3) (dd) of Regulation WWOB 1 for <br />Operator in Responsible Charge of Water Supply System. Seconded by Mr. <br />Jaworski. Motion carried. <br />Mr. Locher had called teh SheMi ff concerning the airplane down in Marsham <br />Lake. He had also talked to El Carrow, owner of the plane. Mr. Carrow <br />says there is only about 6" of water and the rest is muck. He said he had <br />a diver look it over and tried to decide how to get it out. One counci Imen <br />asked how could a diver look over something in only 6" of water. Mr. <br />Locher said the Sheriff wi 11 help and we could also contact the Department <br />of Natural Resources. Mr. Merier asked if the Rice Creek Watershed could <br />do anything about it? This was their department, the protection of the <br />waterways. <br />
