Ap ri I 10, 1973 <br />At the present time all new buidling permits issued are required to pay <br />$275.00 SAC whether they are able to hook -up to sewer or not. This <br />is through out the 7 county area. This money is used to construct inter- <br />ceptors and treatment plants. In 1974 these charges will be raised to <br />$300.00, 1975- $325.00, and 1976- $350.00. The building erected prior to <br />Jan. I, 1973 will pay Z of the $275.00, after then the full amount will <br />be charged. Mr. Payne refered to the MSB report that all counci 'men had <br />received. In this report the schedule is for the construction to start <br />in 1974 and be completed in 1 year-. <br />Mr. Zelinka said there is talk about the SAC in relation to the interceptor. <br />Is this a one time charge and could present home owners pay now and avoid <br />the raise. <br />Mr. Payne said this is definatedly one time charge and that he had not <br />been asked the question of present home owners paying in advance, <br />but he would have to answer, No, he did not believe that this could be <br />done. He felt that the only time a previously constructed building <br />could pay was at the time of hook -up. He also said that the MSB ex- <br />pects to receive at least 75% financing from the Federal Government. <br />Mr. Payne answered that these charges pay for interceptor and the <br />treatment facilities not charges to the currect users. The Vi I lage wi I I <br />only be required to pay that part of the total system used by Village <br />and the rest become part of sewage system #2 of which we become a part <br />for- the portion not financed by the Federal Government. <br />The funds required for maintenance and operation is put in the same <br />pool as the currect use. Also the SAC for commercial hook -ups is the <br />same as for residential. These SAC increases are only estimates. <br />Mr. Zelinka asked if the MSB adopts a plan that we don't agree with <br />do we as a Village have any recourse: <br />Mr. Payne said, Yes, through our- comprehensive plan. He said that the <br />plan recommended by the MSB was the one that was least costly to the MSB <br />Lino Lakes and Centervi Ile. <br />Mr. Carley said that he has the enti re compresh i ve p Ian almost completed. <br />This plan would cover the entire ViIlage and not leave out portions such <br />as the MSB's plan does. Mr. Payne said these plans are not absolute, <br />that they are bendalbe and he was sure that something could be worked out <br />in order to service areas not listed on the study. He suggested that <br />our Engineers submit their plan in order for the MSB to consider it. Mr. <br />Payne w i l l meet with Mr. Carley and discuss this overall plan . <br />Mr. Locher brought up the subject of the contract and Mr. Payne said he <br />had no authority to negotiate this contract. This will have 40 be done <br />Mr. Dougherty. Mr. Locher and the Clerk w i I I work out the cost of <br />giures and meet with Mr. Dougherty on this. Mr. Payne left at 9:45 P.M. <br />Mr. Zelinka moved to pass a resolution approving the SAC as opposed to <br />the Reserve Capacity charges and send a copy to the MSB and the Metro <br />Council. Seconded by Mr. Jaworski . Motion carried. <br />
