6 <br />July 23, 1973 <br />Mr. Locher- reported on his research of the NSP Ordinance and after discussion <br />Mr. Marier moved to table this. Seconded by Mr. Cardinal. Motion carried. <br />The Emily Flattum trial is set for Aug. 5, 1973. She will be tried on <br />three counts and has plead "not gui Ity" on all three. Mr. Locher had also <br />done research on the Forjay operation. All sources that he had been able <br />to get an opinion from agreed that this was an ag operation. Mr. Marier <br />felt that since buildings and land is being leased and a franchise is <br />involved, this makes it a different operation. Mr. Locher wi I I continue <br />his research . <br />Mr. Lcoher said the Mr. Elmer Robinson has signed a release in connection <br />with his charges against the Village and the Police Department. He had <br />been fined. The Clerk had received a form from the State to be f i I l ed out <br />stating the amount of damage done to Vi I I age property. This wi I I have to be <br />filled out by Mr. Backl in after the cost is computed. <br />Mr. Marier asked about the records of the Police Departement have they <br />been brought up to date? He would like a complete report at the next Council <br />meeting. Also, since the roads have been surfaced, there seems to be a lot <br />of speeding going on in the V i I l age and some residents have questioned if the <br />entire area is being patrol led. He thought this should be checked. <br />Mr. Jaworski said there is a Police meeting scheduled for Aug. 6, 1973 and the <br />entire Counci I is requested to attend. <br />Mr. Cardinal questioned Mr. Locher about Mr. Lundberg. Mr. Locher said he had <br />just obtained his new number- and will be contacting him. He also plans <br />to contact the State Crime Commission on the matter of Mr. Lundberg's re- <br />fusal to turn in his equipment. <br />Mr. Cardinal also brought up the subject that there has been no appointment <br />of a Police Sargeant. Mr. Jaworski said this will be taken up at the Police <br />meeting. <br />Mr. Clem Frazer noted that the speeds along Old Highway #8 just North of <br />the Freeway are excessive for that stretch of roadway. He asked the Council <br />if it was possible to have that portion posted at 45 mph. The Counci I said that <br />this is a County Road and it would be necessary to go through the County <br />Highway Department. The Clerk was instructed to write to the County requesting <br />a traffic study on Old Highway #8 between the Freeway and County Road #14 <br />with the possibility of posting at 45 mph. <br />Mr. Cardinal moved to approve requisitions #278 through #281 inclusive. <br />Seconded by Mr. Marier. Motion carried. <br />Mr. Cardinal questioned Mr. Lundgren's payroll check and time cards. He <br />had understood that Mr. Lundgren no longer worked for the Vi I lage. He had <br />been used as a fill -in whi le Mr. Backl in was on vacation. Mr. Cardinal suggested <br />that the Council start looking for a second full time man. Mr. Marier suggested <br />that we correct the problems we have now before going into more personnel <br />Mr. Jaworski also questioned the check for J &W Pickup Service. Did this <br />amount include pickup at the Parks? I f so— then this should not be paid because <br />the Parks had not had a pickup.
