August 13, 1973 <br />The sign permit application for the VFW was reviewed. I t had been <br />recommended for approval by the P&Z with the stipulation that it be <br />anchored at the bottom of the sign so as to eliminate the possiblity <br />of the sign swinging in the wind. Mr. Cardinal moved to approve the <br />sign application with the recommendations of the P &Z added to the permit. <br />Seconded by Mr. Zelinka. Motion carried. <br />Mr. Locher reported that Mr-. Bruder has merged with a company based in <br />Anoka. <br />Mr. Locher had contracted Mr-. Hausladen and the lowest price that he <br />will consider for the lot on Maple Street is $1,150.00. Mr. Julkowski <br />wants $600.00 clear and we assume the back taxes and interest. There <br />was much discussion on this with Mr. Zelinka asking if we can offer a <br />fee for an option to buy providing we can find the previous owners, Mr. <br />and Mrs. Swanson inorder to obtain clear title. <br />Mr. Locher said we cannot take an option to buy, this isn't legal, we <br />cowld buy on a contract for deed and, if clear title is not obtained, <br />drop the contract. <br />There was more discussion on this with Mr. Zelinka feeling that we should <br />proceed with this. <br />Mr. Zelinka moved to authorize the Attorney to proceed to acquire the <br />property from Mr. Hausladen for- $ I, 150.00. Seconded by Mr. Jaworski. <br />Motion carried. <br />Mr. Zelinka moved to authorize Mr. Locher to try to locate Mr. and Mrs. <br />Swanson for clear title. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Jaworski moved to purchase the property from mr. Julkowski for $600.00 <br />with the Village assuming the taxes and penalties due. Seconded by Mr. <br />Cardinal. Motion carried. <br />Mr. Locher wi II try to have the deeds ready for the next Council meeting <br />and the Clerk is to have the checks written. <br />Mr. Locher reported on the Birchwood Hills Stables court case. This <br />case was lost because of lack of proof and witnesses who were unalbe to <br />appear. There was discussion on this problem with the main point of <br />contention being that horses are being rented out for riding purposes <br />after revocation of the special use permit. The Clerk had had a call <br />from a lady who said her daughter had paid to ride there this past Sunday, <br />had been thrown after- about 5 minutes, had been refused another horse <br />and /or a refund of her money. Four friends of hers had paid $16.00 to <br />ride for 30 minutes. She had said she would put this information in <br />a letter and mail to our Police Department. <br />Mr. Locher had talked to Mr. Virgil Lundberg tonight and Mr. Lundberg <br />felt that the time off in May coincided with his vacation from his <br />regular job and he had always been paid in the past for such time off. <br />Also, he had handled calls during that time and had on some occasions, <br />used his private car. He had not kept a record of this since all materials <br />were in the Patrol cars. He felt that he was entitled to 3 weeks pay <br />which would amount to $150.00. <br />185 <br />
