1 Oct. 9, 1973 Mr. Locher read a letter that he had received from Mr. Herbst in reply to the one written by Mr. Locher. The letter dealt with the cleaning up process that he had begun there and denying the things that Mr. Locher had written about. Mr. Ze I i nka moved that a letter be written to Mr. Herbst complimenting him on the work done and requesting that he continue until it is finished. Also, infor- ing him that he is mining without a permit and send him the Ordinance with reference to - mining. Seconded by Mr. Marier. Motion carried. Mr. Gotwald presented the computations on the special assessments for Lakes Addition # 3. Ater due consideration, Mr. Jaworksi moved to pass the following Resolution: The Special Assessments for lot splits per the attached computations by the Vi I lage Engineer are hereby approved and accepted. The Clerk - Treasurer is hereby directed to certify a copy of this Resolution to the County Auditor. The motion was seconded by Mr. Cardinal. The vote was unanimous. Mr. Gotwald reported that the land survey on the Luther LeVesseur property had been completed. He will send copies to the Council and also the the Attorney in order for new descriptions to be written. H & S Asphalt had contacted him and he explained his computations. They had asked that he send his measurement to them. He thought there would be a new statement sent and he could see no problems. Under old business, the Flood Plan insurance was discussed. Mr. Looher had several booklets that he had received. There was same discussion on the Frsolution that must be passed by the Council and the application that must be made. The fact of cost was considered -- this is a costly insurance and the probalility of studies being required. The Council seemed to feel that most of the land that could be included in this program is already under the Water shed protection or is included in the Open Space. Mr. Marier moved to have Mr. Locher write and tell them that the Council does not feel that this insurance is a necessity for our area since we do not have a flooding problen within our Village. Seconded by Mr. Cardinal. Motion carried. Mr. Cardinal moved to approve the sewer installation license for Larry Frankhouse. Seconded by Mr. Jaworski. Motion carried. The Clerk presented a list of names for consideration for Election Judges. The list included: Sylvia Brisson, Chief Election Judge, Norma Nadeau, Signe Miller, Mary Sawyer, Irma Grugelko, Joyce Dufresne, Eileen Rolstad, Dorthea Doughery, Marcella Kelling, Lucy Tauer, Juliet Lundgren, Hannah Ellingsen. With Alternates; Donna Singleton, Ester Arnold. Mr. Marier moved to approve the Electio Judges I i st. Seconded by Mr. Cardinal. Motion carried. The budget was discussed. The $1500.00 for Clerk and Mechanic in the Police Fund had been added in by the Clerk but this amount hab been included in total figure for salaries. The Clerk read a letter from Mr. Hill recommending that the budget be adjusted to take advantage of the levy limitation. Mr. Jaworski felt that the lower budget would not effect the levy limitation for next year but would also effect our Federal Revenue Sharing. Mr. Marier felt that if the money wasn't needed it should not be levied. If it is available, it would be spent. Mr. Cardinal was concerned that if our levy is lowered, that in the future years the Village might be put in a position of having to exceed the limitation.
