1 <br />Oct. 9, 1973 <br />Mr. Locher read a letter that he had received from Mr. Herbst in reply to the <br />one written by Mr. Locher. The letter dealt with the cleaning up process that <br />he had begun there and denying the things that Mr. Locher had written about. <br />Mr. Ze I i nka moved that a letter be written to Mr. Herbst complimenting him on <br />the work done and requesting that he continue until it is finished. Also, infor- <br />ing him that he is mining without a permit and send him the Ordinance with <br />reference to - mining. Seconded by Mr. Marier. Motion carried. <br />Mr. Gotwald presented the computations on the special assessments for Lakes <br />Addition # 3. Ater due consideration, Mr. Jaworksi moved to pass the following <br />Resolution: The Special Assessments for lot splits per the attached computations <br />by the Vi I lage Engineer are hereby approved and accepted. The Clerk - Treasurer <br />is hereby directed to certify a copy of this Resolution to the County Auditor. <br />The motion was seconded by Mr. Cardinal. The vote was unanimous. <br />Mr. Gotwald reported that the land survey on the Luther LeVesseur property <br />had been completed. He will send copies to the Council and also the the Attorney in <br />order for new descriptions to be written. H & S Asphalt had contacted him and he <br />explained his computations. They had asked that he send his measurement to them. <br />He thought there would be a new statement sent and he could see no problems. <br />Under old business, the Flood Plan insurance was discussed. Mr. Looher had several <br />booklets that he had received. There was same discussion on the Frsolution that <br />must be passed by the Council and the application that must be made. The fact <br />of cost was considered -- this is a costly insurance and the probalility of studies <br />being required. The Council seemed to feel that most of the land that could be <br />included in this program is already under the Water shed protection or is included <br />in the Open Space. Mr. Marier moved to have Mr. Locher write and tell them that <br />the Council does not feel that this insurance is a necessity for our area since <br />we do not have a flooding problen within our Village. Seconded by Mr. Cardinal. <br />Motion carried. <br />Mr. Cardinal moved to approve the sewer installation license for Larry Frankhouse. <br />Seconded by Mr. Jaworski. Motion carried. <br />The Clerk presented a list of names for consideration for Election Judges. The <br />list included: Sylvia Brisson, Chief Election Judge, Norma Nadeau, Signe Miller, <br />Mary Sawyer, Irma Grugelko, Joyce Dufresne, Eileen Rolstad, Dorthea Doughery, <br />Marcella Kelling, Lucy Tauer, Juliet Lundgren, Hannah Ellingsen. With Alternates; <br />Donna Singleton, Ester Arnold. Mr. Marier moved to approve the Electio Judges <br />I i st. Seconded by Mr. Cardinal. Motion carried. <br />The budget was discussed. The $1500.00 for Clerk and Mechanic in the Police Fund <br />had been added in by the Clerk but this amount hab been included in total figure <br />for salaries. The Clerk read a letter from Mr. Hill recommending that the budget <br />be adjusted to take advantage of the levy limitation. Mr. Jaworski felt that the <br />lower budget would not effect the levy limitation for next year but would also <br />effect our Federal Revenue Sharing. <br />Mr. Marier felt that if the money wasn't needed it should not be levied. If it is <br />available, it would be spent. <br />Mr. Cardinal was concerned that if our levy is lowered, that in the future years <br />the Village might be put in a position of having to exceed the limitation. <br />
