218 <br />November 12, 1973 <br />Mr. Myhre will take care of this. <br />Where had been a Park Board meeting. Mr. Kent had called and arranged for the <br />trailer to be used as a warming house and they will submit a list of names of <br />people who will be at the trailer to supervise the children. Mr. Backlin is <br />checking on the acquisition of poles for the lights. <br />The tractor was discussed and Mr. Cardinal was asked to get some cost figures . <br />for a replacement. <br />Mr. Jaworski had talked to a contractor about the size of the metal building and <br />found there is no penalty because ofthe building not being in even increments as <br />to the footage. He has no prices as yet. <br />Mr. Zelinka reported that due to a mix up he had missed the last Personel <br />Commission meeting and had no other report. <br />Mr. Hawkins had looked over the certificate of forfeiture land that the County <br />would like to sell. Since the Village has no need of this piece of land, he <br />would recommend that the Council sign the release so the County can proceed with <br />the sale. Mr. Zelinka moved to grant the County the right to sell Lot 9, Block <br />2, Lexington Park Lakeview Additon. Seconded by Mr. Cardinal. Motion carried. <br />Mr. Hawkins had checked the application Of Mr. William Hemauer for the off -sale <br />liquor license now located at the Freeman's Bottle Shop. The papers were all <br />in order. Mr. Cardinal moved to approve the application. Seconded Mr. Jaworski. <br />Motion carried. <br />Mr. Gotwald had checked the requests of Northwestern Bell for permission to <br />install buried cable. He recommended approval of both locations. Mr. Cardinal <br />moved to approve the requests to install buried cable on LaMotte Road and on <br />Park Property and on 12th Avenue South and Holly Drive. Seconded by Mr. Jaworski. <br />Motion carried. Maps of these locations are on file in the Clerk's office. <br />Mr. Gotwald was questioned on the sandwashing into 'the 'Reshanau Lake from the <br />storm sewer. He said this is a maintenance problem. The catch basin should be <br />cleaned and the sand bar will have to be washed down every so often. <br />Mr. Gotwald also discussed the final payment to H & S Asphalt. This figure is <br />correct. He reported that there had been no word from the MSB. There was also <br />discussion on the need for Lino Lakes and White Bear Township to get together to <br />discuss the sewers in the South East corner of the Village. <br />Mr. Jaworski questioned this since if more then one Municipality is serviced by <br />an interceptor it them becomes a Metro interceptor. Mr. Gotwald said only if it <br />services 1000 acres or more. Mr. Zelinka moved to have :Mr. Gotwald write to <br />White Bear Township suggesting this study be started and slao to send a copy <br />of this letter to the MSB. Seconded by Mr. Cardinal. Motion carried. <br />Mr. Zelinka reported that he had met with two former Mayors to discuss their <br />intentions when the residency requirement was written into the liquor ordinance. <br />The general feeling was that for off -sale there was less likelyhood of requiring <br />Police action and less problems of unwise behavior. They felt that residency <br />was not a requirement for an off -sale license. But with the on -sale licenses, <br />two of the following requirements must be met; 1.) Driver's License with Lino <br />Lakes listed as Legal address; 2.) Registered voter and record of having voted <br />in the Village of Lino Lakes; or 3.) An actual resident of the Village. He is <br />still working on this and is waiting for an opinion from Mr. Locher. He will <br />
