1 <br />1 <br />1 <br />December 26, 1973 <br />Mr. Marier moved to approve the Planning & Zoning Board's recommedation to rezone <br />the west 140 feet of Lot 42 of Arthur E. Thom Acres. Seconded by Mr. Jaworski. <br />Motion carried unanimously. <br />Mr. Schmitz asked why a perc test was required since he does not plan any <br />facilities on the property. Mr. Marier said this is a requirement by the Village, <br />all building permits must have a perc test to be issued. Also, this is to serve <br />in case Mr. Schmitz changes his mind and decides to install facilities. There <br />was discussion on the requirement of a plot plan, fence and landscaping. Mr. <br />Schmitz is aware of the things necessary for the issuance of a building permit. <br />Mr. Marier moved to adjourn the rezoning hearing far Mr. Schmitz. Seconded by Mr. <br />Jaworski. Motion carried. <br />Mr. Zelinka arrived at 8:30 P.M. <br />Mr. Marier reported that Mr. Willey had appeared at the Planning & Zoning Board <br />meeting for information. He is representing Mr. Menkveld and will be returning <br />with a plat. There had been discussion on the required acreage fax park purposes <br />and areas to left for access to the land to the South and West. <br />Mr. Blomquist had appeared before the Planning and Zoning asking for a variance <br />for a piece of land located on County road J and Highway 49. Mr. Marier moved to <br />approve the Planning & Zoning Board's recommendation to approve this variance. <br />Seconded by Mr. Cardinal. Motion carried unanimously. <br />Mr. Lichtscheidl had appeared before the Board in conjunction with a lot located <br />on Main Street. He is in the process of selling his present home and wants to <br />build a new one at this location. There are three pieces of land left from land <br />that was surveyed out years ago but was never recorded. Mr. Locher had copies of <br />a map showing the three lots and he also filled out an application for a variance <br />fro Mr. Litchscheidl. The Planning and Zoning felt that these lots should be dealt <br />with now in order to avoid this same problem in the future. Mr. Marier moved to <br />grant a variance on Lots 1, 2, & 3 as so marked on the map. Seconded by Mr. <br />Cardinal. Motion carried unanimously. <br />Mr. LeTendre had appeared at the Planning & Zoning representing Skyline Auto <br />Body. Mr. Schlough who represents Abel Systems was also present. They are the <br />builder of the present structure that is being erected without a building permit. <br />It is supposedly a "temporary" building but our present code does not reconized <br />a "temporary" building. So it must be handled a permanent structure. All con- <br />struction on this building is to cease. There are about eight points that have <br />been recommended by the Planner and Engineer that must be met. Mr. LeTendre is <br />aware of the requirements. If he can get the necessary information together, the <br />Planning & Zoning is willing to call a special meeting - if not, he will appear <br />at the January Planning & Zoning meeting. Mr. Marier requested that the Police <br />Department check on this building and make sure that no more construction is done. <br />The Lino Lions Club had made application for a sign permit for an informational <br />sign erected at Hank's Cafe. The Planning and Zoning had recommended approval of <br />this application. Mr. Marier so moved. Seconded by Mr. Cardinal. Motion carried. <br />Mr. Starr had presented some changes in the Compreshensive Land Use Plan. The <br />meetings with the Metro Boards have been rescheduled. One on Jan. 2, 1974 at <br />1:30 P.M. and before the full Council on Jan. 10, 1974 at 3:00 P.M. <br />
