January 14, 1974 <br />with the Council but felt that the meeting must be held in Anoka County Board Room. <br />Mr. Locher reported on the plans of the County for this Open Space Park. Many of <br />the points were simply a repetition of points that Mr. Torkildson had made at the <br />Open Space Meetings. <br />The Clerk reported that she had been informed that the second half of the taxes and <br />special assessments are deliquent in Lakes Add. #2 and #3. Mr. Locher will check <br />this out. <br />The Lands will be obtained in two parts. 1) Lands that the County and City agree <br />on and 2) The disputed lands. <br />Mr. Locher had checked on the special legislation giving Anoka county special <br />powers and found that it pertained to some lands in the County that agreement had <br />to be worked out and resulted in delay and extra costs. Mr. Marier asked the land <br />was referred to as regional or local. Mr. Locher said it did not differentiate - <br />does not use terms. <br />Mr. Marier moved to instruct the Attorney to contact the County once more and try <br />to arrange a meeting. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Gotwald had reviewed the report received from the MSB. He would recommend that <br />we write to the MSB and ask that the City be informed of any meetings for discus- <br />sion on this report. <br />Mr. Gotwald has several copies of specs for the storage building for the rear of <br />the City Hall. He gave them to the Council members for review and possible <br />revision. This will discussed at the next meeting. <br />Mr. Jaworski asked Mr. Gotwald if Lino Lakes Interceptor was included in any of <br />the applications for Federal Funds made by the Metro Sewer Board. <br />Mr. Gotwald said, No, Grants are only applied for planned construction. Mr. Gotwald <br />said his firm has not received any official notification authorizing construction <br />of the interceptor. Mr. Ross questioned the use of two Engineering firms. Mr. <br />Gotwald said this is a customary practice. Mr. Ross felt that the City Engineers <br />should have the job since they•are the ones who have done the work in laying it <br />out and have the knowledge of the area. <br />Under Old Business, the discussion of whether to hold elections in odd or even <br />years was tabled until the next meeting in order to give the Councilmen time to <br />study the report on this law from the League. Mr. Bohjanen has a copy and send to <br />each Councilman. <br />Mr. Locher was asked if it is necessary to change the Seal from Village to City. <br />He said it was. He also said that all Ordinances are changed automatically. <br />Mr. Marier moved to authorize the Clerk to order a new Seal for the City. Seconded <br />by Mr. Jaworski. Motion carried unanimously. <br />Mr. Ross asked for the floor and said from listening to the proceedings at this <br />meeting, he felt that the Mayor did not have the perogative of appointing Council- <br />men to serve on the Commissions he felt they were best suited for. Mr. Ross <br />said he was very disappointed in this turn of events - he felt that this should be <br />the right of the Mayor and he thought we should look into an Ordinance covering <br />this situation. <br />
