March 11, 1974 <br />Mr. Zelinka presented the recommendations for salary raised from the Personnel <br />Commission. <br />Mr. Jaworski said that in computing the total package, it averaged out to about a <br />9% total raise. He remembered that in the budget only about 5% to 6% had been <br />figured in for raises in salaries. He felt there were inequities in giving an across <br />the board raise. Truck drivers and laborers are grouped together at $3.75 an hour. <br />This is unfair to drivers. Also, the Deputy Clerk's salary at $3.00 per hour. She <br />has much more responsibility placed on her but her salary is much lower. He felt <br />that job descriptions should be written and each catagory be seperated into a <br />classification and a wage scale set up for that classification. <br />Mr. Jaworski moved to refuse the Personnel Commission's recommendation and give a <br />5% raise at this time. Get the job descriptions, have the Personnel Commission <br />review them and set up a pay scale in order to be able to give raises to people <br />who earn them. Seconded by Mr. McLean. <br />Mr. Zelinka disagreed. He felt that Youth Labor should be left as is. Also, there <br />is a job description for the Road Supervisor and the Clerk. <br />Mr. Jaworski felt that the Council could not justify a raise to those two without <br />raising the remainder of the employees under the present set up. <br />Mr. Zelinka asked who would write the job descriptions. <br />Mr. Jaworski felt the individual would. The persons who do the jobs know what is <br />done in that position. He mentioned the Election Judges - one who counts and one <br />who works during the ;voting. <br />Mr. Zelinka felt that the Clerk would be the one to write the description for this <br />job since these people work per her instructions. Mr. Jaworski agreed, <br />There was discussion on the procedure of setting up this system. The general feeling <br />was that these descriptions will be given to the Personnel Commission for ranking <br />and a recommended pay scale for each catagory. This then will be presented to the <br />Council for review and verification. <br />Mr. Marier asked for a vote on the motion. On the roll call vote; Mr. Jaworski - <br />Aye; Mr. Marier - Aye; Mr. McLean - Aye; Mr. Zelinka - a qualified No. Motion carried. <br />There was more discussion on the procedure with Mr. Jaworski stating that he felt <br />this would give some continuity to raises and not just reaching in a hat and <br />raising everyone the same regardless of the ability or desire to do a good job. <br />Mr. Locher reported on the sunday Liquor bill to strike the clause requiring a <br />certain percentage of the income to be from the sale of food. If this bill is passed, <br />it will leave the question of the Sunday Liquor sales up to the Local governing body. <br />At the present time no action will be taken on the Sunday licenses that have been <br />issued. The Liquor Control Commission will notify the city of any changes in the law. <br />He had also been informed that the City cannot issue Dance Licenses such as the 49 <br />Club, Blue Heron and Oasis has. A cabaret license must be issued. He had checked <br />with St. Paul and Minneapolis on this for forms. Minneapolis does not issue cabaret <br />licenses, but split their liquor licenses into several catagories. St. Paul does <br />issue these licenses and will send copies of the form to Mr. Locher. At the present <br />time, there is no problem with the ones that have been issued. We will be given an <br />1 <br />1 <br />
