1 <br />1 <br />1 <br />May 9, 1974 <br />Mr. Burandt said that the problem lies in the fact that the type of system to be <br />installed has not been decided and the lines in the project could be higher or <br />lower. <br />Mr. Zelinka suggested a meeting with the Metro Council to lay out the plans. He <br />suggested passing a Resolution setting an early date for this meeting. <br />Mr. Larson, of the NSSSB said it was unfortunate that he had come in the middle <br />of the discussion. The NSSSB has no real basic economic interest. He did not feel <br />that the installation of this interceptor would place an extra burden on the <br />rest of Sewer Service District #2. He discussed the alternate plan of servicing <br />Centerville through Hugo and Lino Lakes through the Circle Pines - Lexington <br />interceptor. What is needed is a concrete proposal and a hearing. <br />Mr. Zelinka asked if this indicated that there was no opposition from NSSSB. <br />Mr. Larson said their interest is to get sewer service to Lino Lakes and Centerville. <br />He said that a Metro Interceptor with full gravity from Centerville through <br />Lino Lakes would be the best possible system. A study had been made by NSSSB <br />comparing a total gravity line with several other systems and from cost and <br />development, some of the other systems would be feasible but the gravity system <br />seemed the best possible method of installation. <br />Mr. Zelinka said if you took a look at a map of sewered area you would see that <br />the entire area surrounding Lino Lakes is sewered. He felt that this was a <br />situation that could not continue to exist. <br />Mr. Larson said that NSSSB is as interested in resolving this problem as Lino <br />Lakes is. He asked Mr. Carley if the deletion of the Open Space would change <br />the size or location of the line. <br />Mr. Carley said that it would not. When the original plan was designed 10 years <br />ago, some 8000 acres of land had been taken out as land that was unbuildable. <br />There was some discussion on the increase in cost for installation. Mr. Carley <br />said that in the last 3 years the costs have doubled and in some cases tripled. <br />Mr. Locher asked Mr. Larson if when they did the studies if any one from this <br />area had been included? Mr. Larson said, No. Mr. Locher then asked if it wasn't <br />true that Brooklyn Park was opposed to the gravity. Mr. Larson said, Yes. Didn't <br />NSSSB present a proposal that the interceptor not be installed? <br />Mr. Larson said that NSSSB had not passed a Resolution of any sort. <br />There was discussion on Mr. Rehbein's request to install lines in Shenandoah. It <br />was decided that a vote on this would have to be taken at a regular Council <br />meeting. Glenn again made the request to put in his lines saying that if a lift <br />station was necessary because of different levels, he would put it in. Mayor <br />Bohjanen asked Mr. Carley and Mr. Gotwald to contact the Metro Sewer Board as to <br />their feeling if Mr. Rehbein was allowed to put in the lines. They will have an <br />answer for him at the next Council meeting. <br />Mr. Herbst thought that if a meeting is set up with the Metro Council, the City <br />Council should take some developers with them to show the Metro Council that <br />this area is developable. <br />
