1 <br />1 <br />2 93 <br />May 13, 1974 <br />Mr. Jaworski said that he had been approached by several residents asking when the <br />City would be providing full time police coverage. It was needed a year ago and <br />even more so now. He presented some figures that had been presented at the last <br />year's budget meetings. These figures were discussed and the possibility of using <br />a portion of the Federal Revenue Funds in this budget. He suggested 3 full time <br />men and 4 part time men. Salaries to start a $800.00 per month for first 3 months; <br />Send them to BCA; Next 6 months at $850.00 per month; Then $875.00 per month for <br />the next 3 months. He had checked around and the average starting wage was in the <br />range from $800.00 to $900.00 per month depending on training and experience. <br />There is also the consideration of the cost to carry full time police in the <br />field of insurance and other matters. These things will all have to be considered. <br />Mr. McLean suggested that a study should be made of this problem looking at the <br />alternate of County coverage. He felt that a commission should be established to <br />study all aspects of this and bring a recommendation to the Council, using the <br />Mayor, Mr. Jaworski, Mr. Myhre, 1 member from the Personnel Commission and 1 <br />member from the Park Board. <br />Mr. Zelinka moved to form a commission to bring such a proposal to the Council. <br />The Commission members to be Mr. Bohjanen, Mr. Jaworski, Mr. Myhre, Mr. Livingston, <br />Mr. Clausen and Mr. Glenn Rehbein. Seconded by Mr. McLean. Motion carried. The <br />first meeting was set for Wednesday, May 15, 1974 at 8:00 p.m. <br />Mr. McLean reported that the Park Board will meet on May 20, 1974. The paint <br />has been acquired for the painting of the bleechers. Mr. Backlin has them <br />cleaned and on blocks ready for the boys to paint. He reported that in response <br />to the trouble reported in Sunrise Park, he had asked Mr. Locher for a sample <br />Ordinance governing the Parks. The Councilmen all had copies of this Ordinance. <br />The time of 10:00 p.m. was suggested for closing of the Parks, with 7:00 a.m. to <br />be the opening time. There was discussion on Section 5 prohibiting all alcoholic <br />beverages and all non - intoxicating malt liquor in any Park area. The Council <br />decided that non - intoxicating malt liquor would be allowed in designated picnic <br />areas only. <br />Mr. Zelinka moved to adopt the Ordinance with the suggested changes. Seconded by <br />Mr. McLean. Motion carried. <br />Mr. McLean also suggested that a gate be installed at the neck of the Park Street <br />near the barn thus eliminating cars in the picnic and play areas. Mr. Backlin <br />has some materials at the Hall that could be used for this purpose. Signs should <br />be on this gate stating that no motorized vehicles are allowed beyond this point. <br />Mr. McLean moved to have Mr. Backlin build and install this gate with a maximum <br />expenditure of $200.00. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Jaworski felt that an extension of the park phone should be installed in the <br />caretakers house in order to afford some protection for Mrs. Billik. Mr. Zelinka <br />so moved. Seconded by Mr. Jaworski. Motion carried. The Clerk was instructed to <br />call Northwestern Bell for this installation. <br />Mr. McLean discussed the fence now being installed at Lino Park. The specs were <br />set up by Mr. Gotwald & Mr. Backlin. The posts were to be installed five feet <br />from the right -of -way of Lake Drive. For some reason the corner post on the North <br />line of the Park had been set back 35 feet from the right -of -way line. He had <br />asked Mr. Backlin to contact the contractor and have the post put where the specs <br />indicated that it should be. <br />
