4/12/71 <br />The regular meeting of the Lino Lakes Village Council held on Apri112, 1971. <br />was balled to order at 8:10 P.M. by Mayor L'Allier with all members present. <br />Mr. L'Allier moved to accept the first 8 pages of the minutes of March 22nd as <br />Corrected. Seconded by Mr. Jaworski. Carried unanimously. <br />W. Jaworski moved dal accept pages 9 to 11 of the minutes of March 22nd as <br />corrected. Seconded by Mr. Rosengren. Vote: Aye -- W. Jaworski, W. Cardinal, <br />Mr. Rosengren, W. L'Allier; No-- W. Bohjenen. Motion Carried. <br />The Clerk reported that a letter announcing an 8% rate increase from NSP had <br />been received,, as had 2 booklets on the Metro Transit plans; these were passed <br />around. <br />Mr. Bohjenen moved that the Lino Lakes Village Council go on record' opposing <br />the bill which would finance Metro Transit by levying a mill rate on <br />residential electric bills. Seconded by Mr. L'Allier. Carried unanimously. <br />Mr. L'Allier asked the Clerk to make copies of the NSP letter and booklet for <br />the Council and to put thematter on the next agenda. <br />Mr. Cardinal had no report at this time. <br />Mr. Je$oreki stated that he had contacted some of the Park Board.members and <br />had discuased the proposed park reserve. Representing their opinion, Mr. <br />Jaworski moved that the Lino Lekea Village Council go on record as opposing <br />the present proposed park reserve at Lino Lakes because of its size, because <br />it involves good developable land and because provisions have not been made <br />for adequate reimbursement of tax loss. <br />Mr., L'Allier noted that he h d madethe point at the last meeting that we should <br />go. through normal channels; he had seen many of the people present at sub - <br />committee meetings on S.E. 1237 (H.F. 1678); also, he had .talked with the <br />Per Board and PO7. members whoieel that the timing on this is important; the <br />members bad bo ob'jeotiona to going on record opposing this plan ainpe there is <br />en;'opportunity to look at alternatives. <br />Mr. L'Allier seconded Mr. Jaworski's motion. A letter dated 1 April 1971 from <br />the. Metro Park Reserve Board was read which stated that the Board would take <br />no official action on the proposal until the communities have bad a reasonable <br />time to provide alternative recommendations, and which directed their staff <br />to take no action toward establishing a park reserve at Lino Lakes until at ie <br />least six months have elapsed, provided staff shell, on community request, <br />cooperate with community planning efforts. The same letter had been sent <br />.to the mayors of Centerville Forest Lake, Forest Lake Township, Columbus <br />Township, Hugo, Oneka Township, Blaine, Circle Pines, and Lexington. <br />Mr. Jaworski stated that he bad not finished his motion and wished to add the <br />following: Per the Perk Reserve Board letter of April 1, 1971, we request that <br />the Park Reserve Board take no official action to establish a park reserve at <br />Lino Lakes, but rather allow Lino Lakes and Anoka - County to develop plans <br />and ordinances to protect pertain marshes, wetlands and lands abutting meandered <br />lakes and water ways. We also reiterate our vigorous objections to Senate <br />File 1237 and House File 1678 and especially those parts which give the Park <br />Reserve Board the powers of eminent domain and taxation and, as an alternative, <br />favor allowing the counties and their municipalities to preserve the lands <br />within their boundaries. <br />
