1 <br />1 <br />1 <br />5/10/71 <br />1 3 <br />The regular meeting of the Lino Lakes Village Council held on May 10, 1971, <br />was called to order at 8:03 P.M. by Mayor L'Allier with all members, present, <br />as well as Mr. Locher and Mr. Gotwald. <br />Mr. Bohjanen moved to approve the minutes of the April 26th meeting as written. <br />Seconded by Mr. Rosengren. Carried unanimously. <br />The Clerk reported that applications for the position of Deputy Clerk had been <br />received from the following four persons: Mrs. Patricia Gessler, Mrs. Caroline <br />Urman, Mrs. Shannon Swedell and Miss Shelley Brisson;` also, affidavits of <br />publication for the ad had been received from the Forest Lake Times and Circulating <br />Pines. After consideration, Mr. Bohjanen moved to hire Miss Shelley Brisson as <br />Deputy Clerk.• Seconded by Mr. L'Allier. Carried unanimously. <br />The Clerk stated that sewer installation applications had been received from <br />Berghorst Plumbing & Heating, Morris B. Carlson Trenching, Husnik Sewer Service <br />and El Rehbein & Son, Inc. These were given to Mr. Locher for recommendation. <br />The Clerk read a resolution from the Village of Arden Hills regarding proposed <br />changes in the Metropolitan Council. Mr. L'Allier moved to adopt the same <br />•resolution. Seconded by Mr. Bohjanen. Carried unanimously. Mr. L'Allier <br />commented that at the last County Association meeting he had been chastised by <br />the newspaperman from the .south of us for being selfish in not wanting the <br />Metro Park in Lino Lakes, and that this person had minimized the tax loss, etc. <br />Also, the Chairman of the Metro Council had attended the meeting and had <br />stated that-the Council existed to fulfill the obligation of the Legislature <br />when it is not in session, which Mr. LLAllier found frightening. Mr. Bohjanen <br />noted that it would be fine if it were advisory only, but this isn't the case. <br />The Clerk reported that she had received a telephone complaint on the Lino Lakes <br />Riding Stable concerning - drunkenness and abusive language. Mr. Myhre reported <br />that he had received a complaint that horses had been loose the previous <br />Thursday. Mr. L'Allier wished the record to show that it was not the Council's <br />contention that the conditions in the first complaint existed, merely that this <br />was reported. Mr. L'Allier felt that a letter should be sent to the owner <br />informing them that when we receive the next confirmed complaint their permit <br />will be rejected. Mr. Locher reminded him that the ordinance gives the holder <br />• of a special use permit a right to a hearing before the permit is rejected. <br />After discussion it was decided to wait until another complaint is received to <br />then set a hearing. <br />The Clerk stated that she had contacted A. B. Dick on a maintenance agreement <br />for the copier- -they would -make four service calls per year for the $96.00 <br />annual fee, with any additional calls costing a flat $18.50. The agreement <br />would cover only labor and not parts. After discussion, Mr. Bohjanen moved to <br />try the first year on four service calls without a maintenance contract. <br />Seconded by Mr. Cardinal. Carried unanimously. <br />Council approval was required for a surveyor's certificate of correction to the <br />plat of LaMotte's Third Addition. Mr. Gotwald reported that the correction <br />entails a 0.1 foot error in the closure of Lot 3, Block 1; he recommended approval <br />of the correction. Mr. Jaworski moved to approve the correction to the plat of <br />LaMotte's Thirdlddition. Seconded by Mr: Cardinal. Carried unanimously. <br />The Clerk reported that she had received plans from Keith Apitz for his service <br />station, copies of which were sent to the P&Z, Mr. Van Housen & Mr. Gotwald. <br />
